Present: David Pattee, Chairman; Susan Robinson; Stuart Green; Tina Miller; Wallace Perlman.

Absent: William Hill

The Chairman called the meeting to order at 7:30 p.m.

  1. APPROVAL OF MINUTES -Minutes March 21, 2017
    Site Inspection Minutes, April 1, 2017

  •     Mrs. Villate/J. Howley, 14 & 10 W. Redding Rd.
  •     S. Trinkaus, Saugatuck Falls Natural Area

On the motion of T. Miller and the second of S. Green, the Commission voted unanimously to approve the 3/21/17 Meeting Minutes.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 4/1/17 Site Inspection Minutes.

  1. REGULATORY
    Application #17-01, Emily Hall (owner), Wayne Burritt (agent), 331 Black Rock Turnpike. Received 3/21/17. Discussion and possible vote on an application for a septic repair within the regulated area. Site Walk 4/1/17.Wayne Burritt was present for the applicant. Site Inspection findings were reviewed.On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve Application #17-01.

Application #17-02, Mrs. Villate (owner), James Howley (contract purchaser), 14 and 10 West Redding Road. Received 3/21/17. Discussion and possible vote on an application for a new driveway (#10) new well (#14)), new septic tank (#14) and abandonment of old septic tank (#14) within the regulated area. Site Walk 4/1/17.

James Howley was present. Site Inspection findings were reviewed. Mr. Howley submitted drawings delineating approximate locations of silt fence placement. Mr. Howley was requested to add locations of temporary stockpile locations.

Mr. Howley is on the 4/18/17 ZBA Agenda. D. Pattee requested notification if the application is approved.

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve Application #17-02.

III.       DISCUSSION
 Request from Steven D. Trinkaus to have a tree planted in honor of his mother,  Carmela  “Dee” Trinkaus in the Saugatuck Falls Natural Area. Discussion 3/21/17. Site Walk 4/1/17.

Site Inspection findings were reviewed. Commissioners noted their concern re: proposed location in the middle of a meadow and requested Mr. Trinkaus to determine an alternate location.  Discussion will continue pending determination of a different location for tree placement.

Request from Highstead Arboretum to participate in a Bear Survey. Discussion 3/21/17.

A representative of the Mianus River Gorge was present to review details for participating in a Bear Survey. Possible camera placement locations chosen by John McLeran were reviewed.  The 10-week project will begin 4/10/17 and will include 9 cameras in Redding.  Baiting methods were discussed. The Commission suggested reviewing the Bogus Brook location due to the proximity of trails.

IV.  CHAIRMAN’S REPORT
Silvia Erskine from the Land Trust was present. A Commission and Land Trust Site Walk is scheduled for 4/15/17 at 8:30 a.m. to inspect easement locations.

Aimee Pardee will be requested to create signage for a trail to be named in honor of Jane and Jere Ross entitled The Ross Ramble.

David Pattee attended J. Pemberton’s brown bag lunch 4/3/17. He reviewed their discussion re: Old Mailcoach still listed as a Town road.

Removal of white pipes on the Biehn property was discussed. Removal will take place 4/15/17 after the Site Inspection.

Stuart Green reviewed an inquiry forwarded by A. Pardee re: flagging behind 17 Fire Hill Lane. Mr. Green will investigate and determine if the flags are wetlands delineation or NRVT flags.

Susan Robinson noted the ongoing erosion at the Stepney Road Bridge. D. Pattee suggested contacting Julia Pemberton.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:35 p.m.
