MINUTES
Tuesday, April 18, 2017
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller
Absent: Wallace Perlman

The Chairman called the meeting to order at 7:30 p.m.

I.          APPROVAL OF MINUTES           -Meeting April 4, 2017
Site Inspection Minutes April 15, 2017-Topstone Rd. and Charlie Hill Rd.

On the motion of T. Miller and the second of S. Green, the Commission voted unanimously to approve the 4/4/17 Meeting Minutes.

Vote on the Site Inspection Minutes is tabled pending receipt of Minutes to be submitted by T. Miller.

II.        REGULATORY

Application #17-03, Richard Newman (owner), Greenwich Construction (Jared Baldyga, agent), 3 West Woodland Drive. To receive and discuss an application for addition to dwelling and new septic system within the regulated area.

Mr. and Mrs. Newman were present along with Jared Baldyga.  Mr. Newman reviewed the proposal accompanied by drawings. A Site Walk is scheduled for Sun., 4/23/17 at 8:30 p.m.  D. Pattee requested placement of stakes at the corners of the proposed garage location.

Mr. Baldyga stated that silt fence and stockpile locations are noted on the full set of submitted maps.  Copies will be made of those maps and submitted to the Commission.

On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to add Discussion of Topstone Road and Charlie Hill Road Site Inspection to the Agenda as Discussion item #2.

III.       DISCUSSION

Referral from Ridgefield: Special Application and Plenary Ruling Application to construct a little league ball field at 2 Sanford Station Road (Simpaug Turnpike), Ridgefield. Public Hearing scheduled for May 16, 2017.

Per D. Pattee, complete referral information was received today from A. Pardee.  Summarized referral information only was submitted to Commissioners.  The referral was reviewed and concerns were noted particularly regarding traffic and possible impact on NRVT.

Mr. Green will contact NRVT re: official reply.  D. Pattee will contact A. Pardee re: attendance at Public Hearing.  W. Hill will contact Victor DeMasi.  T. Miller noted the lack of detail in the referral information received and asked if the Commission can submit a letter with specific questions prior to the Public Hearing.

Discussion will continue at the next meeting.

Silvia Erskine, Redding Land Trust.   Discussion of 4/15/17 Site Inspections, Topstone Road and Charlie Hill Road.

On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to accept the transfer of the 25-foot Topstone Road easement from the Redding Land Trust to Conservation and Planning.

On the motion of T. Miller and the second of W. Hill, the Commission voted to accept the transfer of the 200-foot Scenic Easement on Marchant Farm/Charlie Hill Road from the Redding Land Trust to Conservation and Planning. S. Green opposed.

On the motion of T. Miller and the second of W. Hill, the Commission voted to accept the transfer of the Conservation Easement including conservation buffers in the Marchant Road subdivision off Charlie Hill Road from the Redding Land Trust solely to the Conservation Commission.  S. Green opposed.

IV.       CHAIRMAN’S REPORT

The Trail Day hike is scheduled for Sat., 6/3/17 at 9:30 a.m. at Topstone.  S. Green will ask A. Pardee to make signs for the commemorative trail in honor of Jane and Jere Ross.  A ceremony is scheduled for Sun., 6/4/17 at 11:00 a.m.

Dave Pattee and Stuart Green will send emails to three State representatives requesting release of recreation grant money.

On the motion of T. Miller and the second of S. Green, the Commission voted unanimously to adjourn the meeting at 9:30 p.m.
