Mr. Eubanks called the Special Meeting to order at 7:32 pm in the Hearing Room of the Town Office Building.
DISCUSSION AND POSSIBLE ACTION ON REPAIR/REPLACEMENT OF DRUM SCREEN
Mr. Pattee recapped the discussion of the drum screen replacement project with the Board of Finance at their January 25, 2016 meeting. At that meeting, the Board of Finance agreed that the expense could be covered in the current year operating budget maintenance account. There was agreement that if the WPCC exceeds the current year expenses prior to the end of the fiscal year, they (WPCC) would request an additional appropriation.
Mr. Eubanks expressed concern that the repair/replacement would not be recognized as a capital expense rather than an operating expense. Those present were in agreement that, from an accounting standpoint, the replacement/repair was a capital cost rather than an operating cost.
Motion: move that the WPCC authorize John Oatley, Veolia Water NA, to enter into a contract with Municipal Maintenance & Co. to replace and/or repair the #1 drum screen at the wastewater treatment facility located at 19 North Main Street, Georgetown, CT, based on the proposal #Q37294 dated September 27, 2015, but not to exceed $35,000. Miller, Pattee. Approved. Unanimous.
