Assessor

The Town of Redding Assessor’s primary objective is to ensure that all taxable property located within the Town is assessed in accordance with applicable law so that every property owner bears an appropriate share of the total property tax burden. To accomplish this objective, our office must discover, list, and equitably value all property within the Town of Redding. In addition, our office is also responsible for the administration of various forms of tax relief.

The result of these efforts is the Grand List: a record of all taxable and exempt property in the Town of Redding.

Property is always assessed as of October 1. Three classes of property are subject to taxation: real estate, motor vehicle, and business personal property. Real Estate includes land and improvements that are permanently affixed to the land. Motor vehicles are any vehicles registered to the Town of Redding between October 1 and September 30 of any given year. Personal property is all property not classified as real property. It includes, but is not limited to machinery, equipment, furniture, fixtures, unregistered motor vehicles, and farming tools. Personal property owned by business entities are taxable in the State of Connecticut.

Property is taxed on an ‘ad valorem’ basis, which means ‘at value’. All property is taxed at 70% of fair market value as of October 1 of any given year.

2023 Elderly Benefit and State of CT Homeowners Program
The application period to apply for the Town of Redding Elderly Benefit or State of CT Homeowners Program is February 1, 2024 through May 15, 2024. Please see the link below labeled ‘Senior Tax Benefit’ for either application.

The criteria for each is as follows:

Town of Redding Elderly Benefit
Must be 65 years of age by  May 15, 2024
Must be a homeowner in the Town of Redding since May 15, 2021
The property for which the benefit is claimed must be the legal domicile of such person, and occupied more than 183 days of each year.
Hold a valid CT drivers license.

State of CT Homeowners Program
Must be 65 years of age by December 31, 2023
Must be a homeowner with a principal residence in Redding as of October 1, 2023
2023 total income must not exceed $43,800 for unmarried persons, and $53,400 for married couples

 

 

 

 

 

ANNUAL ELDERLY BENEFIT AFFIDAVITS HAVE BEEN MAILED AND EMAILED TO THOSE WHO OPTED TO ELECTRONICALLY REVIEW THE ANNUAL INCOME REQUIREMENTS FOR THE STATE OF CT HOMEOWNERS PROGRAM. AFFIDAVITS ARE TO BE REVIEWED AND RETURNED TO THIS OFFICE BY MAY 15 OF EVERY YEAR.

The Mill Rate for Fiscal Year July 1, 2024 -June 30, 2025 is:
28.72 for Real Estate and Personal Property and Motor Vehicles

The Appraisal Firm of Vision Government Solutions, Inc. was hired by Redding to perform the 2022 town-wide Revaluation Project as mandated by the State of Connecticut.
