MINUTES OF ANNUAL TOWN BUDGET MEETING

Present: First Selectman Julia Pemberton, Town Clerk Michele Grande, Selectman Leon Karvelis, Richard Emerson, James Miller
First Selectman Julia Pemberton called the meeting to order at 3:16 p.m. She asked for nomination of a moderator.
Motion: To nominate Richard Emerson as Moderator of the meeting. Karvelis, Miller. Motion passed unanimously.
Mr. Emerson called upon the Town Clerk, Michele Grande, to read the call of the meeting.
LEGAL NOTICE
WARNING-NOTICE OF ANNUAL
TOWN BUDGET MEETING
The Legal Voters in the Town of Redding, Connecticut, and those
entitled to vote therein are hereby warned and notified to meet at
the Annual Town Budget Meeting to be held in the Hearing Room of
the Town Hall Office Building in Redding, Connecticut on Wednesday
April 20, 2016 at 3:00 P.M., EDT for the following purposes:
- To set the date and time for the Annual Budget Referendum
for fiscal year July 1, 2016 to June 30, 2017. Pursuant to the
provisions CGS 7-7 amended by Public Act 81-228, the Board
of Selectmen voted at a Special Meeting duly warned and held
on March 28, 2016 to send the budget to referendum; and
- As voted on by the Board of Selectmen at a Special Meeting duly
warned and held on April 11, 2016, to include for a vote at the
Annual Budget Referendum funding for capital projects at Redding
Elementary School and John Read Middle School in the amount of
$5,450,000, to be funded by short term borrowing pending long term
financing as recommended by the Board of Finance.
To do any and all things legal and necessary to accomplish the
above named purpose and take any other action that may legally
and properly come before the meeting.

Mr. Emerson asked for a motion to approve the warning as read.
Motion: To approve the warning of the annual town budget meeting as read. Miller, Karvelis. Motion passed unanimously.
Mr. Emerson then indicated he had received a Certification of Publication of Legal Notice pursuant to the provisions of CGS 7-4, signed by the First Selectman.
Mr. Emerson noted that the first purpose of the meeting was to set the date for the annual budget referendum, since the Board of Selectmen voted to send the annual budget to referendum at their special meeting held on March 28, 2016.
Mr. Emerson then asked for a motion to set the referendum date.
Motion: To set the date for the town annual budget referendum for Tuesday, May 3rd, 2016 from 6:00 a.m. to 8:00 p.m. at the Redding Community Center. Karvelis, Miller. Motion passed unanimously.
The second item on the agenda was to include at the referendum a vote on capital requests as requested by the Board of Selectmen at a Special Board of Selectmen meeting held on April 11, 2016.
Motion: To include for a vote at the annual budget referendum funding for capital projects at Redding Elementary School and John Read Middle School in the amount of $5,450,000. Karvelis, Miller. Motion passed unanimously.
Mr. Emerson stated since there was no further business to come before the meeting, he would entertain a motion to adjourn the meeting.
Motion: To adjourn the annual town budget meeting Karvelis, Miller. Motion passed unanimously.
The meeting was adjourned at 3:22 p.m.
