The meeting was called to order at 4:00 p.m.
The purpose of the meeting was to hear appeals of property assessments for the 2017 Grand List.
The Board heard the following 10 appeals:
9 Brookside Road Unit B2
Total Assessment $167,300
9 Brookside Road Unit C
Total Assessment $207,300
Appellant’s Opinion of Fair Market Value of combined units on October 1, 2017 $340,000
Attorney for Appellant presented an appraisal dated June 8 2017 with a FMV of $340,000. The two condo units, Unit B2 and C, operated as one unit and was sold together with one purchase price.
45 Chalburn Road
Total Assessment $932,500
Appellant’s Opinion of Fair Market Value on October 1, 2017 $1,224,154
Appellant indicates land value was increased but should be 81 percent as neighboring properties were decreased. The property has 17 acres which is not able to be subdivided as half of it is wetlands.
48 Church Hill Road
Total Assessment $412,200
Appellant’s Opinion of Fair Market Value on October 1, 2017 $470,000
Appellant furnished comparable listings in the neighborhood and indicates there was damage to the land in that approximately five years ago the wetlands were drained and trees were cut down. Appellant will furnish photographs via email prior to deliberations.
3 Covenant Lane
Total Assessment $201,300
Appellant’s Opinion of Fair Market Value on October 1, 2017 $293,428
Appellant indicated the property was purchased in 2007 for $550,000 and provided comparative properties with similar square footage and acreage. There was a discrepancy noted in the acreage size. The property is located in both Redding and Weston and Appellant will furnish Weston field cards via email prior to deliberations.
36 Cross Highway
Total Assessment $371,400
Appellant’s Opinion of Fair Market Value on October 1, 2017 $518,000
Appellant indicated the property was purchased for $506,000 and has been previously listed for $549,000 in September 2015 and $524,000 in May 2016. It is a 1794 house and the kitchen was renovated in 1992. There is an outbuilding barn with a ‘studio’ and storage area. Comparable listings of similar properties in the area were provided.
26 Deacon Abbott Road – MV Supplemental

Total Assessment $14,140
Appellant’s Opinion of Fair Market Value on October 1, 2017 $6,500
Appellant indicated the vehicle was used for work and has high mileage of 350,000 miles.
41 Drummer Lane
Total Assessment $322,800
Appellant’s Opinion of Fair Market Value on October 1, 2017 low $400,000s
Agent provided photos to the Board and indicated that there is electric heat. Finished basement is not recorded correctly as it is a split level. Only the kitchen counters have been replaced. Formaldehyde is present in the walls. No air conditioning. Appellant requests interior inspection of the home by the Assessor.
43 Farview Farm Road
Total Assessment $691,500
Appellant’s Opinion of Fair Market Value on October 1, 2017 $740,000
Appellant indicated that the property was purchased in March 2017 for $740,000 and provided an appraisal with FMV of $740,000.
73 Farview Farm Road
Total Assessment $568,400
Appellant’s Opinion of Fair Market Value on October 1, 2017 $700,000
Appellant indicated that original purchase price was $648,000 and based on trending sales it should be $700,229. It was also noted that the house was graded as A- and appellant believes it should be graded B. 38 Farview Farm Road is graded as A- and is considered higher quality construction.
A motion to adjourn was made, seconded and carried unanimously at 6:45 p.m.
