The meeting was called to order at 9:10 a.m.
The purpose of the meeting was to hear appeals of property assessments for the 2017 Grand List.
The Board heard the following 14 appeals:

43 Long Ridge Road
Total Assessment                                                                    $252,700
Appellant’s Opinion of Fair Market Value on October 1, 2017                     $338,000
Appellant indicates assessment is not in line with current appraisal of $290,000.  Improvements of approximately $14,000 have been done.  In 2010, Fema re-drew flood zone at 80%.

15 Long Wall Road
Total Assessment                                                                    $825,200
Appellant’s Opinion of Fair Market Value on October 1, 2017                     $950,000
Appellant furnished an appraisal from October 1, 2017 with FMV of $950K.  Preliminary hearing downgraded A to A-.  The house is a colonial style but listed as custom.  Area over garage is finished but attic area is unfinished.

87 Marchant Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $1,150,000
Appellant indicates the property has been on the market for three years.  Comparable sales and listings in the area were furnished.

16 Mountain Laurel Lane

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $527,000
Appellant furnished an appraisal dated October 1, 2017 with FMV of $527K.  The property was purchased in 2003 and improvements including skylights, windows, generators and remodeled kitchen and bath estimated at $40K.  The house was a 1939 hunting lodge and two of the five bedrooms have bad heating system.

358 Newtown Turnpike

Appellant indicated the property is 11 years old and provided comparable sales from the neighboring properties that are similar in style.

53 Old Stagecoach Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $550,000
Appellant provided comparable listings of similar style homes that have a lower assessment.  Renovations were done in 1996.  Appellant will provide additional information regarding 9963 permit from the Building Department.

59 Old Stagecoach Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $390,500
Appellant provided numerous comparable field cards for the Board to review.  No renovations have been done except for a shower stall.  Appellant showed photos of the dwelling to the Board members.

3 Packer Brook Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $760,000
Appellant feels the property is grossly overvalued.  Values from multiple appraisals were provided from April 2015 through January 2018.  The Appellant’s Opinion of FMV is the average from appraisals from December 2017 and January 2018.

2 Packer Brook Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $550,000
Appellant indicated no changes have been made to the property to warrant an increased assessment.  The attic space is sheet-rocked but does not have heat or air conditioning nor egress.  The kitchen and bath are original.  The greenhouse has not been used or repaired and should also not warrant an increased assessment.

6 Pine Mountain Road

Appellant indicated there have been no renovations to the house and provided a detail from Home Investors to show the value of the property.

38 Portland Avenue

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $330,000
Appellant purchased the property in 2009 for $425K.  Assessment was increased by 40% and improvements increased by 89%.  No changes have been made to home except for regular maintenance, painting, kitchen countertop replacement, new refrigerator.  Appellant feels that the disrepair of the Gilbert and Bennett mill across from the property along with the view of the Nissan dealership cars parking at the mill are an eyesore and decreasing the property value. Comparable sales in the area were also provided.

93 Fire Hill Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $750,000
Appellant reviewed comparable properties with the Board and provided photos of the property.

38 Goodsell Hill Road

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $840,000
Appellant purchased the property on December 1, 2017 and furnished an appraisal from November 1, 2017 with value of $830,000.

16 Guardhouse Drive
Total Assessment                                                                    $650,600
Appellant’s Opinion of Fair Market Value on October 1, 2017                     $750,000
Appellant provided comparables from the area.  The kitchen and bathrooms are original and not updated.  The only improvements were new toilets in the first floor.  Basement is unfinished.  General maintenance has been done, i.e. painting.

The Board entered deliberative session at 1:25 p.m.

New Assessment $154,000
MOTION: Made by Mr. Stackpole, seconded by Ms. Perlman to reduce Redding’s portion of Fair Market Value (50%) from $287,000 to $220,000. Carried unanimous.

45 Chalburn Road
Total Assessment $932,500
New Assessment $850,200
MOTION: Made by Mr. Stackpole, seconded by Ms. Perlman to change condition factor for residual land from 1.0 to 0.6. Carried unanimous.

48 Church Hill Road
Total Assessment $412,200
MOTION: Made by Mr. Miller, seconded by Mr. Stackpole that no change be made in the assessment. Carried unanimous.

26 Deacon Abbott Road
2006 Chevrolet Silverado, assessed value $14,140
New Assessment $4,450
MOTION: Made by Mr. Stackpole and seconded of Mr. Miller, to reduce the assessment to $4,450.  Carried unanimous.

36 Cross Highway
Total Assessment $371,400
New Assessment $353,700
MOTION: Made by Mr. Stackpole, seconded by Ms. Perlman to change the condition of the dwelling from good to average reducing the assessment to $353,700. Carried unanimous.

9 Brookside Road Unit C
Total Assessment $207,300
MOTION: Made by Mr. Miller, seconded by Mr. Stackpole that no change be made in the assessment. Carried unanimous.

9 Brookside Road Unit B2
Total Assessment $167,300
MOTION: Made by Mr. Miller, seconded by Mr. Stackpole that no change be made in the assessment. Carried unanimous.

15 Long Wall Road

New Assessment $667,000
MOTION: Made by Mr. Miller, seconded by Mr. Bachmann to change the style from custom to colonial resulting in a reduction of market value to $952,000. Carried unanimous.  Mr. Stackpole recused himself from deliberations of this application.

38 Goodsell Hill Road

New Assessment $616,100
MOTION: Made by Mr. Miller, seconded by Mr. Bachmann to change the grade from A to A- reducing the assessment to $616,100. Carried unanimous.

6 Pine Mountain Road

New Assessment $198,900
MOTION: Made by Mr. Stackpole, seconded by Ms. Perlman to change the site index for the primary land from 5 to 4 reducing the assessment to $198,900. Carried unanimous.

A motion to adjourn was made, seconded and carried unanimously at 3:02 p.m.
