The meeting was called to order at 4:02 p.m.
The purpose of the meeting was to hear appeals of property assessments for the 2017 Grand List.
The Board heard the following six appeals:
64 Lonetown Road
Total Assessment $333,000
Appellant’s Opinion of Fair Market Value on October 1, 2017 $430,000
Appellant furnished multiple recent sales and listings data that are comparable to the subject property. Replaced kitchen counters and bathroom tile floor upgrades since last valuation.
19 Lamppost Drive
Total Assessment $437,700
Appellant’s Opinion of Fair Market Value on October 1, 2017 $575,000
Appellant submitted an appraisal. Met with Vision Appraisal and discussed the high assessment and expected a decreased change but no change was made. No major changes in the structure. One bathroom is in the basement. Comparable listings were given of similar houses in square footage and features with sales prices significantly lower than the subject property assessment.
65 Hopewell Woods Road
Total Assessment $677,000
Appellant’s Opinion of Fair Market Value on October 1, 2017 $700,000
Agent for Appellant furnished an appraisal with value of $725K and letter from Assessor’s office granting acreage for open space. Purchased in November 2016 for $605,000 and gifted the 4.7 acres as open space land. Comparable listings were provided with similar square footage.
7 Long Meadow Lane
Total Assessment $1,111,400
Appellant’s Opinion of Fair Market Value on October 1, 2017 $1,450,000
Appellant indicates that all of the other properties on Long Meadow Lane have dropped except for subject property and one other property. Also provided were comparable listings in the area of similar size and value which had a substantial decreased assessment in the new valuation. No changes have been made to the property since the last valuation. A site visit was done by Vision Appraisal. There is an inconsistent change to the square footage of the basement. Appellant reviewed dimensions noted on the field card with the Board members. The Appellant requested that the Assessor do a site visit to double check the measurements reflected on the field card.
66 Hill Road
Total Assessment $486,800
Appellant’s Opinion of Fair Market Value on October 1, 2017 $540,000
Appellant furnished an appraisal valued the house at $540K in April 28, 2017. The property has been listed on the market at $589,000. No changes have been made to the house since 2006. The pool is from 1960 and is not useable. Comparable listings were provided. There are significant wetlands on the property. A GIS map was printed from the Zoning GIS system.
10 Sunnyview Drive
Total Assessment $480,500
Appellant’s Opinion of Fair Market Value on October 1, 2017 $600,000
Appellant furnished a property appraisal with a value of $563K. Comparable listings from the area were also provided. There is an unfinished area in the attic space above the garage with area of approximately 200 square feet. The house was built in 1970. Purchase price in 2011 was $700K. Painting and driveway resurfacing has been done.

Commercial Applications with assessments over $1,000,000, 100 Redding Road and 109 Lonetown Road, were sent denial letters per State Statute 12-111.
The Board will next meet in September 2018 for hearings on motor vehicles appeals on the October 1, 2017 Grand List.
A motion to adjourn was made, seconded and carried unanimously at 10:45 p.m.
