BOARD OF ASSESSMENT APPEALS
MOTOR VEHICLE APPEALS    MINUTES
Thursday, September 15, 2016 – 4:00 p.m. to 7:00 p.m.
TOWN HALL HEARING ROOM

Present:  Greg Stackpole, Chairman. Margi Esten, Rick Miller, Liz Furrer, Alternate
The meeting was called to order at 4:02 p.m.

There were six applications for appeals heard:

MV16-01:  Joseph Zinghini, 130 Lonetown Rd, Redding:
2006 Audi A4, assessed value $5,830

MV16-02:  Joseph Zinghini, 130 Lonetown Rd, Redding:
2009 Audi A4, assessed value $9,960

MV16-03:  Bart Cerasuolo, 155 Redding Rd, Redding:
2010 Acura RDX, assessed value $13,600

MV16-04:  Lori McHale, 14 Guardhouse Dr, Redding:
2011 Buick Enclave, assessed value $15,730

MV16-05:  Joseph McHale, 14 Guardhouse Dr, Redding:
2011 Jeep Grand Cherokee, assessed value $14,960

MV16-06:  Deborah McCarthy, 1 Parsons Lane, Redding:
2002 Toyota RAV4, assessed value $4,500

The Board went into deliberative session at 5:35 p.m.

MOTIONS:

MV16-01: 2006 Audi A4, assessed value $5,830
Upon motion of Mr. Stackpole and second of Ms. Furrer, the Board voted unanimously to reduce the assessment to $4,940.

MV16-02:  2009 Audi A4, assessed value $9,960
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously that no change be made to the assessment.

MV16-03: 2010 Acura RDX, assessed value $13,600
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously to reduce the assessment to $11,290.

MV16-04: 2011 Buick Enclave, assessed value $15,730
Upon motion of Mr. Stackpole and second of Ms. Furrer, the Board voted unanimously to reduce the assessment to $14,730.

MV16-05:  2011 Jeep Grand Cherokee, assessed value $14,960
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously to reduce the assessment to $14,155.

MV16-06:  2002 Toyota RAV4, assessed value $4,500
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously to reduce the assessment to $3,000.

The Board exited deliberative session at 6:02 p.m.

There were three additional applications for appeals heard:

MV16-07: Christopher Parkin, 19 Indian Hill Rd, Redding:
2010 Ford Flex, assessed value $12,950

MV16-08: Rebecca Parkin, 19 Indian Hill Rd, Redding:
2008 Scion XB, assessed value $5,410

MV16-09: Carolyn Baker, 15 Indian Hill Rd, Redding:
2010 Subaru Outback, assessed value $12,850

The Board went into deliberative session at 6:39 p.m.

MOTIONS:

MV16-07:  2010 Ford Flex, assessed value $12,950
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously to reduce the assessment to $12,620.

MV16-08:  2008 Scion XB, assessed value $5,410
Upon motion of Mr. Stackpole and second of Ms. Furrer, the Board voted unanimously to reduce the assessment to $4,800.

MV16-09:  2010 Subaru Outback, assessed value $12,850
Upon motion of Mr. Stackpole and second of Mr. Miller, the Board voted unanimously to reduce the assessment to $12,520.

The Board exited deliberative session at 6:39 p.m.

The Board set the tentative date of the preliminary Real Estate Assessment Meeting for the Grand List of October 1, 2016 for Tuesday, February 21, 2017 at 4:00 p.m.

Meeting dates for subsequent hearings were tentatively scheduled for:
Monday, March 6, 4:00 pm to 7:00 pm
Thursday, March 9, 4:00 pm to 7:00 pm
Saturday, March 11, 9:00 am to 12:00 pm
Monday, March 13, 4:00 pm to 7:00 pm

Ms. Furrer noted that appointment letters for the real estate sessions should include detailed instructions of acceptable documentation appellants should bring to their hearings, i.e. comparisons, photographs, appraisals, etc.  The appointment letters will be reviewed at the February 21, 2017 meeting.

A motion to adjourn was made, seconded and carried unanimously at 7:00 p.m.
