The meeting was called to order at 4:06 p.m.
The purpose of the meeting was to hear appeals of property assessments for the 2014 Grand List.
The Board heard the following eight appeals:
2 Chapman Place
Total Assessment $708,900
Appellants Opinion of Fair Market Value on October 1, 2012 $800,000
Appellant furnished documentation of property and values of comparable homes in the area to the Board.
3 Dan Beard Lane
Total Assessment $767,500
Appellants Opinion of Fair Market Value on October 1, 2012 $675,000
Appellant furnished documentation of an appraisal of the property and values of comparable homes in the area to the Board.
3 Charlie Hill Road
Total Assessment $1,401,200
Appellants Opinion of Fair Market Value on October 1, 2012 $1,300,000
Appellant furnished documentation of an appraisal of the property and values of comparable properties to the Board. Appellant indicated that there is a scenic easement that runs through the center of the development which cannot be developed and therefore decreases the value. Information regarding the easement was presented to the Board to include in the file.
19 Fox Run Road
Total Assessment $723,700
Appellants Opinion of Fair Market Value on October 1, 2012 $818,500
Appellant furnished documentation of values of comparable homes in the area to the Board. Appellant believes that the property grading of AA- is too high.
80 Laurel Lane
Total Assessment $435,300
Appellants Opinion of Fair Market Value on October 1, 2012 $550,000
Appellant believes that the assessment of the property is too high and provided information of comparable homes in the area. Appellant states that the lot was purchased as land only and construction of the new dwelling is not complete. As of October 2014 he believes it was approximately 50% functional. Appellant states that the property is located on the border of Ridgefield in a light industrial area. He also indicated that there is no street front; the front of the property has steep sloping of approximately 60 feet.

Appellant furnished documentation of an appraisal of the property as of October 2012 and values of comparable homes in the area to the Board, along with interior and exterior photos of the dwelling.
53 Topstone Road
Total Assessment $312,490
Appellants Opinion of Fair Market Value on October 1, 2012 $263,216
Appellant furnished field cards of comparable homes in the area to the Board. Appellant indicated that he has had the property listed on and off the market since 2009 and states that the property has wetland and topographical sloping issues on property and not all is buildable/useable. Per deed restriction, the lot is not sub-dividable.

Parcel with Dwelling:

Appellants Opinion of Fair Market Value on October 1, 2012 $385,000
Appellant stated that the Town created a separate taxable lot for the cell tower site with an assessed value but did not lower the assessment for the lot with the dwelling.
The Board will hear 6 scheduled appeals and deliberate on Thursday, March 12, 2015 at 4:00 pm.
A motion to adjourn was made, seconded and carried unanimously at 6:50 p.m.
