The meeting was called to order at 4:00 p.m.

The purpose of the meeting was to hear appeals of property assessments for the 2015 Grand List.

The Board heard the following 10 appeals:

477 Black Rock Turnpike

Total Assessment                                                                    $397,500

Appellants Opinion of Fair Market Value on October 1, 2012                      $563,430

Appellant states that the property was purchased as a foreclosure in 2012 below market value and does not understand why the assessment would have been increased.

 

477 Black Rock Turnpike – personal property

Total Assessment                                                                    $550

Appellants Opinion of Fair Market Value on October 1, 2012                      $110

Appellant states that he works as an IT consultant from home and the only equipment used is a personal laptop computer. The laptop is five years old and the original cost was $550. There is no depreciation reflected in the assessment.

 

36 Cross Highway

Total Assessment                                                                    $519,700

Appellants Opinion of Fair Market Value on October 1, 2012                      $560,000

($150-185K lot only)

Appellant feels that the land on the property is assessed extraordinarily high compared to similar properties in the area. Agent provided comparisons in the area.

 

6 Long Meadow Lane

Total Assessment                                                                    $751,200

Appellants Opinion of Fair Market Value on October 1, 2012                      $657,000

Appellant indicates that the assessment is too high on the property in comparison to similar properties in the surrounding region. The Appellant furnished real estate comparisons and recent sales. The Board advised that recent market values are not evaluated for the appeal, and that only values that pertain to the revaluation year of 2012 may be reviewed. The Board advised the Appellant to furnish additional documentation prior to deliberation.

 

42 Fire Hill Road

Total Assessment                                                                    $413,500

Appellants Opinion of Fair Market Value on October 1, 2012                      $560,000

Appellant indicates that they have received notification that the assessment will be increased and feels it is not warranted as the lot size is significantly non-conforming at 0.72 acres and has building restrictions with setbacks as it relates to garage addition, deck addition, swimming pool, etc. The property has been on the market for almost a year. The Appellant furnished recent market data for the area.

 

170 Umpawaug Road

Total Assessment                                                                    $402,800

Appellants Opinion of Fair Market Value on October 1, 2012                      $525,000

Appellant feels the tax is too high on their property based on comparison to other properties with similar square footage in the area. Appellant provided comparisons to the Board.

 

70 Greenbush Road

Total Assessment                                                                    $418,900

Appellants Opinion of Fair Market Value on October 1, 2012                      $425,000

Appellant states that the current field card status of B+ condition with code of Average is inaccurate based on the state of the residence, which has serious structural and physical plant issues. Appellant provided an appraisal and home inspection report and requests that the residence be properly graded as Fair.

 

8 Main Street

Appellants Opinion of Fair Market Value on October 1, 2012                      $615,000

Appellant states that there was a recent 22% increase on the assessment of the property which is not justified based on the current condition of the property. He indicated this property is the business known as the Georgetown Saloon. When it was purchased in 2012 the property was in a rough state and required many upgrades and repairs. Over the past years, the owner has corrected structural issues, beautified the façade and made various improvements on the property, however it is still incomplete. Various tenants have occupied the location in hopes of revitalizing the business but it has been difficult at best.

 

30 Meeker Hill Road

Appellants Opinion of Fair Market Value on October 1, 2012

for both 30 and 34 Meeker Hill Road                                                                        $580,000

The Appellant for 30 & 34 Meeker Hill Road indicated concern over the increased assessment on the property expecting a decrease due to an easement at the rear of the property. Upon review of the field card for 34 Meeker Hill it was realized that the assessment was corrected for a conservation easement from $159,100 in 2014 to $22,100 in 2015.

The Board will hear 14 scheduled appeals and deliberate on Thursday, March 10, 2016 at 4:00 pm and Saturday, March 12, 2016 at 9:00 am.

A motion to adjourn was made, seconded and carried unanimously at 6:51 p.m.
