The meeting was called to order at 4:00 p.m.

The purpose of the meeting was to hear appeals of property assessments for the 2018 Grand List.

The Board heard the following 8 appeals:

228 Black Rock Turnpike
Total Assessment      $435,000
Appellant’s Opinion of Fair Market Value on October 1, 2017      $398,500

Appellant indicated that the property was purchased in June of 2016 for $545,000. In April of 2018 due to storm water/flash flooding the pool was destroyed and had to be replaced with a smaller and shallower pool. The appellant provided photos of the pool before and after April of 2018, along with affidavits from friends attesting to the high quality of the pool prior to the storm event.

5 Brick School Drive
Total Assessment      $314,500
Appellant’s Opinion of Fair Market Value on October 1, 2017      $425,000

Appellant indicated that the assessment was raised on the property during the last evaluation. With the declining Redding market appellant does not feel an increase was warranted. There have been downed trees on the property due to the storms.

The Board entered deliberative session at 4:20 pm.

228 Black Rock Turnpike
Total Assessment $435,000
MOTION: Made by Mr. Bachmann, seconded by Ms. Perlman that no change be made to the assessment. Carried unanimous.

5 Brick School Drive
Total Assessment $314,500
MOTION: Made by Ms. Esten, seconded by Mr. Stackpole that no change be made to the assessment. Carried unanimous.

The Board exited deliberative session at 4:30 pm.

22 Diamond Hill Road
Total Assessment      $663,100
Appellant’s Opinion of Fair Market Value on October 1, 2017      $700,000

Appellant indicates the assessment does not reflect the declining market. There was a great inequity when the property was put on the market. The property has been on the market for five years. Appellant furnished an appraisal for $750,000 along with comparable listings, one in particular of a 12 acre property assessed for a lesser amount.

215 Gallows Hill Road
Total Assessment      $254,500
Appellant’s Opinion of Fair Market Value on October 1, 2017      $200,000

Appellant indicates that the grade of the house is not accurate on the field card. The property is in poor condition and requires a list of repairs which was included with the application. There are multiple easements and restrictions on the property. Photos were provided to the Board.

86 Gallows Hill Road
Total Assessment      $355,700
Appellant’s Opinion of Fair Market Value on October 1, 2017      $475,000
The Appellant and appraiser presented the application to the Board. There were comparable listings with photos presented, along with an appraisal for $468,000. Measurement discrepancies from the actual property to what is noted on the field card were noted. Appellant feels that land is over-assessed as much is not useable with ledge and marsh land.

86 Gallows Hill Road
Total Assessment $355,700
New Assessment $341,000
MOTION: Made by Mr. Stackpole, seconded by Ms. Esten to change the condition from good to average reducing the FMV to $487,100. The Assessor will follow up with a site visit and update measurements as needed. Carried unanimous.

The Board exited deliberative session at 5:45 pm.

34 High Ridge Road – personal property

Appellant’s Opinion of Fair Market Value on October 1, 2017      $124.40
Appellant indicated that filing of personal property declaration has been missed for the past couple years and indicated that a business is not run out of her home. There is a website for branding purposes and social media is used for marketing. Appellant does not understand the 10 x increase in assessment since 2016 as there is no property of “fancy” equipment and does not have a yoga studio.

The Board entered deliberative session at 6:00 pm.

34 High Ridge Road – personal property
Total Assessment $1,338
New Assessment $625
MOTION: Made by Mr. Stackpole, seconded by Mr. Miller to change the assessment to $500 plus 25% penalty for late filing. Carried unanimous.

The Board exited deliberative session at 6:15 pm.

9 Highland Avenue
Total Assessment      $228,200
Appellant’s Opinion of Fair Market Value on October 1, 2017      $310,000

Appellant believes the property is over-assessed. The property has been on the market for several years. It is a challenging property due to the location on a hill. It is an antique 1900s house noted to have slanting floors, low ceilings and no bath on the first floor. Comparable listings were reviewed.

123 Old Redding Road
Total Assessment      $455,000
Appellant’s Opinion of Fair Market Value on October 1, 2017      $560,000

Appellant indicated that the property was purchased in April of 2018 for $560,000 and provided an appraisal. Comparable listings were also provided.

9 Highland Avenue
Total Assessment $228,200
MOTION: Made by Mr. Miller, seconded by Mr. Stackpole that no change be made to the assessment due to lack of information provided. Carried unanimous.

The Board exited deliberative session at 6:45 pm.

The Board reviewed and discussed the applications heard this evening for further deliberation to be made at the next meeting.

A motion to adjourn was made, seconded and carried unanimously at 7:10 p.m.
