The meeting was called to order at 4:01 p.m.

The purpose of the meeting was to hear appeals of property assessments for the 2018 Grand List.

The Board heard the following four appeals:

55 White Birch Rd
Total Assessment $281,600
Appellant’s Opinion of Fair Market Value on October 1, 2017 $373,000
Appellant would like to see a decrease in assessment to market value of $373,000. This property saw a 19% increase from the revaluation while others on White Birch Road did not. A C.O. was issued in 2014 although the work was done in 2007, which was for new siding and windows.

75 Sherman Turnpike
Total Assessment $388,500
Appellant’s Opinion of Fair Market Value on October 1, 2017 $450,000
Appellant indicated the property had a disproportionate 18% property tax increase. The property is graded B- with condition G. It is a 3-bedroom ranch built in 1970. There have been no major renovations. Comparable properties were discussed. Photos were received of the kitchen and exterior.

24 Woods Way, Unit 12D
Total Assessment $363,300
Appellant’s Opinion of Fair Market Value on October 1, 2017 $470,000
Appellant feels the property is over-appraised particularly in comparison to other units on Woods Way.

1 Mark Twain Lane
Total Assessment $586,600
Appellant’s Opinion of Fair Market Value on October 1, 2017 $667,000
Appraisal of October 2017 noted value of $675,000. Roof needs to be replaced; much deferred maintenance is required. Graded at A+.

Appellant’s Opinion of Fair Market Value on October 1, 2017 $300,000
Appraised at $250,000 in 2016. Owner purchased property as a short sale. The owner notes there is no pool, no kitchen in lower level and basement is partially finished.

4 Lonetown Road
Total Assessment $772,400
Appellant’s Opinion of Fair Market Value on October 1, 2017 $1,000,000
The property is an antique home with historical importance to Redding. The property is graded at AA- with condition of E. A comparable property on Chestnut Woods Road was discussed.

66 Great Oak Lane
Total Assessment $319,600
Appellant’s Opinion of Fair Market Value on October 1, 2017 $300,000
Dwelling was built in 1964. Kitchen and bath have been updated over the years but is still dated. Board discussed inspection of the basement and number of fireplaces by the Assessor. Comparable properties were discussed.

MOTION: Made by Mr. Bachmann, seconded by Mr. R. Miller to reduce the land condition factor from 0.90 to 0.80 for topography and proximity to the road. Carried unanimous.

MOTION: Made by Mr. Stackpole, seconded by Mr. R. Miller that no change be made to the assessment. The Town’s valuation is in line with the appraisal. Carried unanimous.

MOTION: Made by Mr. Stackpole, seconded by Mr. R. Miller that no change be made to the assessment based on the information provided. Carried unanimous.

Amendment to the minutes of March 14, 2019 for the appeal hearing of 9 Highland Avenue was requested by the Appellant and approved by the Board. The narrative should read as follows:

Appellant believes the property is over-assessed. The property has been on the market for several years. It is a challenging property due to the location on a hill. It is an antique 1900s house noted to have slanting floors, low ceilings and no bath on the first floor. Comparable listings were reviewed.

The Board of Assessment Appeals next meeting is scheduled for September 2019 to hear motor vehicle assessment appeals for the Grand List of October 1, 2018.

A motion to adjourn was made, seconded and carried unanimously at 8:45 p.m.
