The meeting was called to order at 9:00 a.m.

The purpose of the meeting was to hear appeals of property assessments for the 2019 Grand List.

The Board heard the following 13 appeals:

30 Blueberry Hill Road

Total Assessment                                                                    $447,900

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $486,428

The Applicant provided comparatives of similar homes in acreage and square footage that were graded differently.  He noted that there is an easement on the property of almost an acre including a waterway.

 

95 Dayton Road

Total Assessment                                                                    $372,200

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $465,000

The Applicant provided data regarding fair market value for similar properties.

 

22 Goodridge Road

Total Assessment                                                                    $760,300

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $600,000

The Agent for the Applicant provided best comparable properties in the area, specifically a property on Pine Tree Road which was graded higher but assessed lower.

 

The Board entered deliberative session at 9:30 a.m.

95 Dayton Road
Total Assessment                                                                    $372,200
Made by Mr. Bachmann, seconded by Ms. Gifford that no change be made to the assessment.  Carried unanimous.

The Board exited deliberative session at 9:36 a.m.

The Board continued to hear assessment appeal applications as follows:

19 Great Oak Lane

Total Assessment                                                                    $348,400

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $420,000

The Applicant explained that there is an unfinished in-law accessory apartment on the lower level, with no plumbing, approximately 30% complete.  The main house is the living area which is 95% complete.  Board will review the condition and percentage of completion.  An appraisal from April 2018 will be forwarded prior to deliberation.

11 Guardhouse Drive

Total Assessment                                                                    $432,500

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $580,000

The Applicant indicated that the average market value increased considerably after renovations.  The area over the garage is unfinished.

9 Long Wall Road

Total Assessment                                                                    $704,600

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $890,000

The Applicant purchased the property as land only for $300K and built and finished the dwelling in 2005.  Provided comparable properties data and an appraisal as of October 2017.

 

7 Mine Hill Road

Total Assessment                                                                    $670,800

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $825,000

The Applicant noted a comparable property from Farview Farm Rd.   There is deferred maintenance, HVAC, sink holes in driveway, mold remediation.  Appraisal was furnished.

 

48 Mountain Road

Total Assessment                                                                    $166,400

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $135,000

The Applicant provided an appraisal.  The property is a land lot and has challenges for building.

 

368 Newtown Turnpike

Total Assessment                                                                    $723,600

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $750,000

The Applicant provided listings of house sales from 2017 of similar properties in the area.

 

6 Pocahontas Road

Total Assessment                                                                    $321,600

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $450,000

The Applicant provided a listing of real estate data for comparison.  Photos of the property was also provided.

 

46 Pocahontas Road

Total Assessment                                                                    $383,200

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $370,000

The Board reviewed the field card with the Applicant to ensure the information is noted correctly.  All items seem correctly listed including the bathrooms.

 

51 Wood Road

Total Assessment                                                                    $407,000

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $363,100

The Applicant provided an ‘Assessed Value Summary’ of the properties in the neighborhood.

 

3 Woods Way

Total Assessment                                                                    $395,500

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $515,000

The Agent for the Applicant provided listings of comparable properties.  The property has been on the market for quite some time.    The unit also has common charges which in combination with the assessment/tax is excessive.

 

A motion to adjourn was made, seconded and carried unanimously at 1:55 p.m.
