The meeting was called to order at 4:09 p.m.

The purpose of the meeting was to hear appeals of property assessments for the 2019 Grand List.

The Board heard the following 7 appeals:

549 Redding Road

Total Assessment                                                                    $222,000

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $250,000

The Applicant has been a resident of Redding for five years.  The LLC that owned the property was transferred to the current owner in 2015.  It is an 1820s house.  The windows have been changed but there is no insulation in the add-ons.  A recent energy evaluation was done and provided.

 

20 Thankful Bradley Road

Total Assessment                                                                    $650,900

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $725,000

The Applicant provided comparisons from home sales in 2017.  The Applicant noted a specific property for comparison on John Applegate Rd that was built by the same builder with the same square footage.

 

88 Portland Avenue – Personal Property

Total Assessment                                                                    $20,625

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $8,500

The Applicant noted that the equipment for the flooring company was ten years old and gave an approximation of value of $5,000.  The owner is semi-retired and is the sole employee.  The Board asked if an amended return had been filed and it was noted that it had not been filed.  The owner provided a listing of equipment with current values if bought new today.  The Board requested the owner to file out a return and provide that information to the Board before deliberation.

 

262 Umpawaug Road

Total Assessment                                                                    $1,419,800

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $1,075,000

The Applicant indicated the property was purchased in December 2019 for $999,000.  The property is a 1979 house with custom changes.  The current appraisal value is $1,075,000.  The appraisal of October 2017 noted $1,400,000.   It was noted the residence is 10,000 square feet with three bedrooms that are small in size, and open space areas with columns.

 

35 Whortleberry Road

Total Assessment                                                                    $519,500

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $510,500

The Agent for the Applicant provided data on three comparable properties.  The floor plan in the residence is unconventional.  The house was built in 2002 with no updates.

The Board entered deliberative session at 5:00 p.m.

35 Whortleberry Road
Total Assessment $519,500

MOTION: Made by Ms. Gifford, seconded by Mr. Bachmann that no change be made to the assessment based on the information provided.  Carried unanimous.

The Board exited deliberative session at 5:12 p.m.

 The Board continued to hear the following appeals:

15 Woods Way Unit 8A

Total Assessment                                                                    $393,700

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $500,000

 

The Applicant provided historical information with comparable sales on A-style units, ranging from $550,000 to $650,000.  The residence is part of the Redding Woods Community which is a self-sustaining community that handles the maintenance, roadway including plowing, water and sewage, and street lights.  The Board requested additional information regarding the common charges when first purchased and currently which now includes an additional assessment for capital projects, i.e. road reconstruction and new roofing.

285 Poverty Hollow Road

Total Assessment                                                                    $299,400

Appellant’s Opinion of Fair Market Value on October 1, 2017                     $345,109

The Applicant provided similar comparable properties with regards to grades, condition and square footage.  The Board reviewed the information on the field card and it was noted that the basement was finished whereas the Applicant noted that it was only half finished.

The Board entered deliberative session at 6:30 p.m.

New Assessment                                 $1,339,000

MOTION: Made by Mr. Bachmann, seconded by Ms. Gifford to reduce the grade from A+ to A and value accordingly.  Carried unanimous.

MOTION: Made by Mr. Stackpole, seconded by Ms. Gifford that no change be made to the assessment based on the information provided.  Carried unanimous.

 

30 Blueberry Hill Road
Total Assessment    $447,900

MOTION: Made by Ms. Gifford, seconded by Mr. Bachmann that no change be made to the assessment based on the information provided. Carried unanimous.

 

22 Goodridge Road
Total Assessment    $760,300

New Assessment                                 $697,300

MOTION: Made by Mr. Stackpole, seconded by Ms. Gifford to change the grade from A to A- and value accordingly.  Carried unanimous.

 

19 Great Oak Lane
Total Assessment    $348,400

New Assessment                                 $315,000

MOTION: Made by Mr. Bachmann, seconded by Mr. Stackpole to reduce the fair market value to $449,900 to reflect the percentage of completion for the 10/1/19 grand list.  Carried unanimous.

 

11 Guardhouse Drive
Total Assessment    $432,500

MOTION: Made by Mr. Bachmann, seconded by Ms. Gifford that no change be made to the assessment based on the information provided. Carried unanimous.

 

9 Long Wall Road
Total Assessment    $704,600

New Assessment                                 $650,700

MOTION: Made by Mr. Stackpole, seconded by Mr. Bachmann to change the grade from A to A- and value accordingly.  Carried unanimous.

 

7 Mine Hill Road
Total Assessment    $670,800

MOTION: Made by Mr. Stackpole, seconded by Ms. Gifford that no change be made to the assessment based on the information provided. Carried unanimous.

 

48 Mountain Road
Total Assessment    $166,400

MOTION: Made by Mr. Bachmann, seconded by Ms. Gifford that no change be made to the assessment based on the information provided. Carried unanimous.

 

6 Pocahontas Road
Total Assessment    $321,600

MOTION: Made by Mr. Stackpole, seconded by Mr. Bachmann that no change be made to the assessment based on the information provided. Carried unanimous.

 

46 Pocahontas Road
Total Assessment    $383,200

MOTION: Made by Mr. Stackpole, seconded by Ms. Gifford that no change be made to the assessment based on the information provided. Carried unanimous.

 

51 Wood Road
Total Assessment    $407,000

New Assessment                                 $381,400

MOTION: Made by Mr. Stackpole, seconded by Mr. Bachmann to change the condition of the home from good to average with removal of the remodel rating and value accordingly.  Carried unanimous.

The Board exited deliberative session at 9:02 p.m.

A motion to adjourn was made, seconded and carried unanimously at 9:04 p.m.
