The meeting was called to order at 4:04 p.m.
The purpose of the meeting was to hear appeals of real estate and personal property assessments for the 2012 Grand List and deliberate on appeals.
The Board heard the following 9 appeals:
23 Indian Hill Road

Appellants Opinion of Fair Market Value on October 1, 2012 595,000
Appellant believes the assessment is too high. After meeting with Vision the assessment was increased. Eugene Leone, Appraiser, was present and furnished an appraisal as of October 2012 from comparable homes in the area along with historical data of declining property values in the area. The Chairman reviewed the field card and indicated that the open space portion of the property was not originally assessed correctly and was corrected during the revaluation thereby causing the increase.
32 Fox Run Road

Appellant states that the condition of the adjoining property and residence is in decline and bringing down property values in the area. Appellant provided documentation of values of comparable homes in the area.

Appellant is appealing a penalty assessed for not filing Income and Expense Statement. The Appellant states that it was mailed in due course but not received by the Assessor’s Office. No proof of mailing is available. Appellant indicates that there was no Certificate of Occupancy issued on the property until January 2012 and no income and therefore no tax due for the period in question.

Agent, Ronald Kowalski II, Esq. of Cacace, Tusch & Santagata, indicated that there was no decrease in the property assessment from the revaluation. The Agent noted that there were statements included with the appeal that indicate drainage issues at the property.

Appellant indicates that there is no office or business in the residence at Sunset Hill Road. Through discussion with the Board it was realized that the office equipment is at the Sunnyview Road location.

Agent, Anthony Cutaia, Tax Director for AT&T, states that a replacement 80kw generator was installed at the property and attributable to the real estate assessment, as was the original generator, and is also being assessed as personal property in a separate account creating a double assessment.

Appellant believes that the condition of the property/residence is not appropriately assessed. Appellant provided photos of the property to the Board and indicated that 702 sq ft is not completely finished without heating and cellar is an unfinished dirt cellar. Appellant provided information of comparable homes in the area.

Appellant believes that the assessment of the personal property is too high and not accurate for the equipment and property owned, and does not understand how the Assessor’s office valuated the personal property as a Declaration of Personal Property had never been completed. Appellant provided a completed 2012 Declaration of Personal Property Short Form to the Board.
