The meeting was called to order at 8:06 am
In attendance: Selectmen Leon Karvelis, Michael Thompson, Julia Pemberton. Director of Finance Steve Gniadek joined the meeting at 8:30 am.
The Selectmen discussed additional reductions to the proposed Town operating budget for FY 16-17.
The Selectmen also discussed items that were not included in this budget proposal, increasing the budgeted amount for road maintenance and salt. Last year an additional $50,000 was added to the FY 15-16 budget for road salt.
The Selectmen may introduce these items back into the discussion with the Board of Finance for FY 16-17 if the outlook for State aid to municipalities changes during the current legislative session, or if additional severe weather in this winter indicates that we are underfunding the salt line. This is highly variable and something to be closely monitored. Also discussed was the establishment of an account to fund future debt retirement so that when the Town goes to bond the short-term debt, we can manage the impact to the operating budget.
After further discussion of each department’s budget and the importance of proposing a budget to the Board of Finance that, when taken in whole, does not increase taxes, the Selectmen reduced $13,500 from the Police Department budget and $5,000 from the Registrars budget.
The final budget number, $14,204,013 represents a .31% increase over the current year budget.
Motion: move that the Board of Selectmen approve and send to the Board of Finance a proposed operating budget for FY 2016-17 of $14,204,013, which represents a .31% increase over the current year. Karvelis. Thompson. Approved. Unanimous.
