MINUTES
Present: First Selectman Julia Pemberton, Selectman Peg O’Donnell, Selectman Michael Thompson (by phone), Town Clerk Michele Grande and 7 members of the public
1. Call to order:
Upon conclusion of Board of Finance meeting, First Selectman Julia Pemberton called the Board of Selectman meeting to order at 7:30 p.m.
2. Discussion and possible action to set a date for a special town meeting to consider funding for road reconstruction projects:
Ms. Pemberton recapped the Board of Finance meeting held just prior to this meeting. The Board of Finance voted unanimously to recommend the expenditure of not more than $2,950,000 to fund the road plan presented by the Board of Selectmen to be funded by the unassigned fund balance and/or bond anticipation notes, pending long-term financing, to be considered at a special town meeting and referendum.
3. Public comment:
Peter Bonfanti, 44 Umpawaug Road thanked the Board of Selectmen and the Board of Finance for scheduling their special meetings to review the road situation. Residents of Umpawaug are very concerned about the unsafe condition of their road and hope it can be repaired before the end of the paving season. Mr. Bonfanti was concerned about the timing of a special town meeting and subsequent referendum and asked if the vote could be bifurcated to vote on funding for only Umpawaug and Marchant Roads, then vote on the balance at the May 2020 referendum.
Ms. Pemberton and Ms. O’Donnell discussed the possibilities available. They reviewed the motion passed by the Board of Finance meeting and felt that they could not bifurcate the vote and that it would have to be done all at one time.
Motion: To schedule a Special Town Meeting to be held on Tuesday, August 13, 2019 at 7:30 p.m. at Redding Town Hall for consideration of the expenditure of $2,950,000 for a three year road reconstruction plan. Further moved that this item be removed from the call of the special town meeting and sent to a machine vote. Thompson, O’Donnell. Unanimous.
Motion to move to Executive Session and invite Town Clerk Michele Grande to join. Thompson, O’Donnell. Unanimous.
4. Executive session: employee evaluation
The Board entered into Executive Session at 8:10 p.m.
Motion to move out of Executive Session at 8:55 p.m. O’Donnell, Thompson. Unanimous.
