Board of Selectmen Special Meeting
Tuesday, March 30, 2021

MINUTES

Present: Julia Pemberton, First Selectwoman; Peg O’Donnell, Selectwoman; Michael Thompson, Selectman.

Also present: Board of Finance Chair Dr. Yonkers; Board of Finance member R. Dean; Steve Stafstrom, Town Counsel; residents.

1. Call to order

First Selectwoman Pemberton called the meeting to order at 6:34 p.m.

2. Approval of Minutes

Mrs. O’Donnell motioned and Mr. Thompson seconded the motion to approve the 3/22/21 Minutes as amended: Page 2, Agenda Item 5, change to “Mr. Thompson motioned and Mrs. O’Donnell seconded the motion to set the date of Wednesday, April 21, 2021 at 3:00 p.m. for the Annual Town Budget meeting.” The motion passed unanimously.

3. Discussion and possible action to approve the final language for fire and EMS and EMS tax abatement ordinance and to send to special town meeting on April 21, 2021 at the Redding Community Center.

First Selectwoman Pemberton reviewed the current ordinance range of $500 for 50-74 points, $750 for 75-99 points and $1000 for 100+ points. The new amounts are proposed to be $1000, $1500 and $2000 respectively.

Mr. Thompson motioned and Mrs. O’Donnell seconded the motion to approve the ordinance as amended with the information provided by the Board of Finance and send to a Special Town Meeting on April 21, 2021 at 6:30 p.m. The motion passed unanimously.

Mr. Thompson motioned and Mrs. O’Donnell seconded the motion to add “Public Comment” as the next agenda item. The motion passed unanimously.

4. Public Comment

No comments.

5. Executive session pending litigation
-Burton
-Georgetown Special Taxing District.

Mrs. O’Donnell motioned and Mr. Thompson seconded the motion to go into Executive Session at 6:41. Dr. Yonkers, Mr. Dean and Mr. Stafstrom were invited. The motion passed unanimously.

The Board came out of Executive Session at 7:30. No action was taken.

6. Other business

First Selectwoman Pemberton noted receipt of suggestions for a $55,000 budget reduction from Steve Gniadek. The matter will be reviewed at the Board of Finance meeting on April 5, 2021.

7. Public Comment

James Lang requested clarification as to the budget adoption process. Mrs. Pemberton stated that the Board of Finance adopts a final budget number and sends back to the Board of Selectmen who then sends it to the voters.

8. Board Member Comment

The Gilbert & Bennett presentation has been rescheduled for April 8 at 7:00 p.m.

9. Adjournment

Mr. Thompson motioned and Mrs. O’Donnell seconded the motion to adjourn the meeting at 7:38 p.m. The motion passed unanimously.
