Board of Selectmen Special Meeting
Monday, July 17, 2017
7:00 p.m., Town Hall Hearing Room
MINUTES

Present: Julia Pemberton, First Selectman; Peg O’Donnell, Michael Thompson.
Also present: members of the public; reporter, videographers.

  1. Call to Order
    The meeting was called to order at 7:03 p.m.
  1. Approval of Minutes
    On the motion of M. Thompson and the second of P. O’Donnell, the Board voted unanimously to approve the 6/26/17 Special Meeting Minutes.
  1. Discussion and possible action: Updates to Employee Handbook
    The Board reviewed changes in detail.  J. Pemberton confirmed that all changes have been approved by Counsel.
    On the motion of M. Thompson and the second of P. O’Donnell, the Board voted unanimously to approve Updates to Employee Handbook.
  1. Discussion of updates to Zoning and ZBA Fee Schedules
    Fee collection for publicly noticed meetings was reviewed.  Further discussion is pending attendance by ZEO A. Pardee at the next meeting.
  1. Administrative:
    Road Reconstruction and maintenance update
    Per J. Pemberton, Mountain Road has been completed. This represents the last road in the three-year plan.  Subsequent work on Sanfordtown, Lonetown, Simpaug and Old Redding is scheduled. Station and Sidecut Roads are scheduled for the fall.Long Ridge Road realignment project update.
    Julia Pemberton reported that Milone & MacBroom have been on site.  An updated schedule and final design is pending.
  1. Public Comment
    James Miller noted the recent reports of voting file hacking and questioned if our registrars have been in touch with the Secretary of State regarding procedures for local, state and national elections.  J. Pemberton reported there was a recent cyber-security briefing and confirmed communication with the Secretary of State.
    John Board reported that the Teen Center report is pending and re: Park & Rec., special events policy and procedures are still being edited.
  1. Board Member Comment
    O’Donnell asked what the next plan is for road maintenance now that the three-year plan is completed. Highway Superintendent J. Hanson will be submitted a proposed plan.
  2. Executive Session: Union Negotiations: Police & Highway
    On the motion of P. O’Donnell and the second of M. Thompson, the Board voted unanimously to go into Executive Session at 7:29 p.m. to discuss union negotiations: Police and Highway.

On the motion of M. Thompson and the second of P. O’Donnell, the Board voted unanimously to come out of Executive Session at 8:30 p.m. No actions or votes were taken.

On the motion of P. O’Donnell and the second of M. Thompson, the Board voted unanimously to adjourn the meeting at 8:31 p.m.
