The meeting was called to order at 7:40 pm in the Conference Room of the Redding Town Hall.

A draft Resolution for submission to CABE, prepared by Dr. Josefsberg and Dr. Gaspar, was reviewed and discussed.

Resolution: CABE urges the State to provide a more flexible alternative to current MBR legislation when a town’s Board of Education (BOE) and Board of Finance (BOF) each approve, by majority vote, a reduction in spending driven by enrollment decline in predominantly locally funded, high performing districts. Towns meeting these criteria would have ECS grants at less than 5% of local district educational appropriations and not be designated as “in need of improvement” under the state education accountability law.

Under these conditions, the State will waive the MBR to allow the local district to reduce appropriations by up to 50% of the base year’s Net Current Expenditure per Pupil (NCEP) to a maximum of $10K per pupil multiplied by the year to year population decline, provided that the aggregate reduction does not exceed 3% of base year appropriations.

Suggestions were made for minor changes in wording of the draft document. Dr. Josefsberg will finalize the suggested changes and submit the document to CABE for potential discussion at their CABE Delegate Assembly in November.

The next meeting will be scheduled when CABE feedback on the Resolution is available.
