Minutes

Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Stuart Green; Tina Miller; Wallace Perlman.

Absent: Joseph Beres

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Minutes of July 1, 2014
-Site Walk Minutes – July 9, 2014
Cousins Planning & Development, LLC, 29 White Birch Rd.
Mr./Mrs. Andrew Formichella, 23 Great Pasture Rd.

On the motion of W. Perlman and the second of S. Green, the Commission voted to approve the 7/1/14 Meeting Minutes as submitted. J. Ross and T. Miller abstained.

On the motion of W. Perlman and the second of T. Miller, the Commission voted to approve the 7/9/14 Site Walk Minutes as submitted. S. Green and J. Ross abstained.

II. REGULATORY

Application #14-08 Cousins Planning & Development, LLC (owners), Artel Engineering Group, LLC (agent), 29 White Birch Road. Received 7/1/14. Discussion and possible vote on an application for reconstruction of an existing dwelling and new septic within the regulated area. Site Walk 7/9/14.

M. Kornhaas and the owner were present. Site Walk findings were reviewed. D. Pattee noted insufficient silt fence placement in areas where work has already begun. Mr. Kornhaas reported that additional silt fence has been installed.

D. Pattee indicated the areas for more silt fencing on the map which was signed by the owner and will be installed on 7/16/14.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #14-08.

Application #14-09, Anita and Andrew Formichella, 23 Great Pasture Road. Received 7/1/14. Discussion and possible vote on an application for septic repair within the regulated area. Site Walk 7/9/14.

No one was present for the applicant. Site Walk findings were reviewed.

On the motion of W. Perlman and the second of T. Miller, the Commission voted unanimously to approve Application #14-09.

Application #14-10, New Pond Foundation (owner), Ann Taylor, Executive Director, 101 Marchant Road. To receive and discuss an application to replace the two rotting boardwalk substructures on a walking trail behind the marsh within the regulated area. Project prepared by Trevor C. Furrer for his Eagle Scout Project.

Mike Murray from New Pond Farm was present in addition to Mrs. Furrer on behalf of her son, Trevor. The proposal was reviewed and a Site Walk was scheduled for Tues., 7/22/14 at 5:30 p.m.

Application/Violation #12-02V, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road. Earthmoving and disposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish property line (border) from wetlands. Discussion 7/1/14.

No one was present for the applicant. Contact from Commission Counsel is pending. A. Pardee, ZEO/WEO issues a Notice of Violation for the presence of commercial vehicles and construction equipment.

III. CHAIRMAN’S REPORT
D. Pattee stated that dues were paid for renewal of CT Forest & Parks Association membership.

D. Pattee reviewed an email forwarded by Julia Pemberton/Doug Fuchs re: investigation of mayfly species. Depending on the location of the investigation, Aquarion or Police Department should be notified.

S. Green questioned submittal of mowing invoice from David Palmer.

Sample trail marker colors were reviewed and suggestions for preferred color will be made.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:25 a.m.
