MINUTES
Tuesday, March 21, 2017
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; Susan Robinson; Stuart Green; Tina Miller; Wallace Perlman.
Absent: William Hill

The Chairman called the meeting to order at 7:30 p.m.

I.          APPROVAL OF MINUTES  – Minutes December 20, 2016

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 12/20/16 Meeting Minutes.

II.        REGULATORY
Application #17-01, Emily Hall (owner), Wayne Burritt (agent), 331 Black Rock Turnpike. To receive and discuss an application for a septic repair within the regulated area.

Wayne Burritt was present for the applicant.  He reviewed the proposal and a Site Walk was scheduled for Sat., 4/1/17 at 8:30 a.m.

Application #17-02, Mrs. Villate (owner), James Howley (contract purchaser), 14 and 10 West Redding Road. To receive and discuss an application for a new driveway (#10), new well (#14), new septic tank (#14) and abandonment of old septic tank (#14) within the regulated area.

James Howley was present.  The proposal was reviewed and a Site Walk was scheduled for Sat., 4/1/17 at 9:00 a.m.  Mr. Howley stated that the survey is due 3/31/17.  Copies will be distributed at the 4/1 Site Walk.  D. Pattee requested placement of stakes at the proposed driveway location.

III.       PRESENTATION
Presentation by Eversource Energy re proposed modifications to 115-KV transmission lines re wetlands in Redding, Weston and Wilton, CT.

Kathleen Shanley and associates were present for Eversource.  Details re Redding portion of proposed transmission lines were reviewed.  Ms. Shanley confirmed the methods in which the temporary wetlands impacts will be managed.  D. Pattee requested details regarding on-site monitoring.  Ms. Shanley stated that the general permit for storm water requires inspectors and that there will be a daily presence by both Eversource staff and contractors.

The project is projected to start in September and end in December.  D. Pattee requested communication from Ms. Shanley re progress as the project progresses.

IV.       DISCUSSION
Request from Steven D. Trinkaus to have a tree planted in honor of his mother, Carmela “Dee” Trinkaus in the Saugatuck Falls Natural Area.

Steve Trinkaus was present to request permission to plants a tree in a field located in the Saugatuck Falls Natural Area.   A Site Walk of the proposed location will be held 4/1/17 at 9:30 a.m.

Request from Highstead Arboretum to participate in a Bear Survey.

John McLeran reviewed the proposal.  7 out of 9 locations for game cameras have been determined. D. Pattee requested additional information as to which piece of open space property is involved and the precise location on that property.

V.        CHAIRMAN’S REPORT
Stuart Green stated that the Redding Garden Club plant sale is scheduled for 5/13/17, 9-1.  Representation of the Conservation Commission was discussed.

The trailtenders party is scheduled for 4/30/17, 4-6 p.m.

Stuart Green reported that the Trail Day hike will take place at Topstone, 6/3/17, 9:30-12.

Limited insurance is now available for trailtender volunteers from the Town. A certificate of liability insurance from Land Trust for Land Trust property has been obtained.

Tina Miller will review possible a possible location of a Jere and Jane Ross-named trail with Silvia Erskine.

Silvia Erskine will be requested to attend the next Commission meeting to set a date for site walks of the areas off Topstone and Charlie Hill Rds. per previous Land Trust request.

Stuart Green and D. Pattee are meeting with Cynthia Fox on 3/31/17.

The potential dog park at Topstone Park was reviewed.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 10:15 p.m.
