The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES – Minutes April 18, 2017

Site Inspection Minutes 4/23/17- West Woodland Drive, R. Newman
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 4/18/17 Meeting Minutes.
On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve the 4/18/17 and 4/23/17 Site Inspection Minutes.
II. REGULATORY
Application #17-03, Richard Newman (owner), Greenwich Construction (Jared Baldyga, agent),
3 West Woodland Drive. Discussion and possible vote on an application for addition to dwelling and new septic system within the regulated area. Site Walk 4/23/17.
Additional drawings were submitted showing the silt fence and stockpile locations.
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the application.
Application #17-04, Noel and Liza Cooke, 354 Black Rock Tpke. Discuss an application for partial demolition of existing single family home, excavation for basement and construction of 1600 sq. ft. within the regulated area.
Mr. Cooke was present. Mr. Cooke reviewed the proposal. The wetlands are in the adjacent property. The new construction will occupy a smaller footprint than the present home. The proposal includes removing a retaining wall and regrading. The Commissioners requested that Mr. Cook submit revised plans showing the location of the proposed stockpile, silt fence and wood line.
A Site Walk was scheduled for Sun., 5/7/17 at 8:30 a.m.
III. DISCUSSION
Request from Steven D. Trinkaus re planting of a tree in memory of Carmela Trinkaus in the meadow of Saugatuck Falls Natural Area. Discussion 3/21/17. Site Walk 4/01/17. Discussion 4/04/17.
Steve Trinkaus talked with Sean McNamara and he was in approval of the site. They discussed what type of tree would be appropriate for the sited area. The Chairman suggested the possibility of a white pine near the existing white pine grove rather than plant a balsam or spruce in the middle of the meadow.
Steve Trinkaus will consider the Commission’s suggestions of trees and placements and return to the next meeting.
Referral from Ridgefield: Special Application and Plenary Ruling Application to construct a little league ball field at 2 Sanford Station Road (Simpaug Turnpike), Ridgefield. Public Hearing scheduled for May 16, 2017. Discussion 4/18/17.
The Commission discussed the possible tie in with the proposed field and a trail system. The Commission decided to confer with the Zoning Enforcement Officer on how to present their thoughts at the Public Hearing on 5/16/17.
IV. CHAIRMAN’S REPORT
Someone is planning a bazaar at Topstone Park on 5/14/17. It appears no permits were applied for. The matter is being referred to the Zoning Enforcement Officer to handle.
Discussion was held about how many times Couch Hill field should be mowed in the upcoming summer season. It should be done late in August, after the bobolink nesting season is over.
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to adjourn the meeting at 9:20 p.m.
