MINUTES

Tuesday, December 5, 2017
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller; Wallace Perlman.
The Chairman called the meeting to order at 7:30 p.m.

I.    APPROVAL OF MINUTES    – Meeting of November 21, 2017
Site Walk 12/3/17 – F. Spiekermann/L. Tancredi, 6 Long Ridge Rd.
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the Minutes as amended: Page 2, last sentence, change “attended” to “attendance”;  Page 2, second paragraph under Application #17-14, last line, change to “The road side of the stream will be used for any excavation material.”

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 11/11/17 Site Walk Minutes. S. Green abstained.

II.   REGULATORY

Application #17-12, Paula S. Cartoun Credit Shelter Trust (owners), Michael J. Mazzucco, P.C. (agent), 42 Wayside Lane. To receive and discuss and application for regulated activities associated with a two-lot subdivision. Site Walk 11/11/17.
Mr. Pattee reported that discussion is tabled pending completed changes to the proposed plan.

Application #17-14, Florian Spiekermann/Lisa Tancredi, 6 Long Ridge Road.  To receive and discuss an application for construction of a dry stone bridge over a stream. Site Walk 12/3/17.
Florian Spiekermann and Lisa Tancredi were present.  Site Walk findings were reviewed. D. Pattee gave Mr. Spiekermann a GIS map showing the FEMA floodplain and floodway lines. Aimee Pardee will be determining if additional restrictions are required and will contact Mr. Spiekermann directly.

Application #17-15, Michal Stach (owner), Rick Jaccarino (agent), 10 Mallory Lane. To receive and discuss an application to construct a garage within the regulated area.
Michal Stach was present along with Tom Quinn of Peak Engineering. The proposal was reviewed accompanied by a drawing.
A Site Walk is scheduled for Sun., 12/10/17 at 8:30 a.m.  Mr. Stach was requested to put stakes at the four corners of the proposed barn location.

Application #17-16, Arthur Shilstone (owner), Kate Throckmorton, Environmental Land Solutions, LLC (agent), 42 Picketts Ridge Road. To receive and discuss an application to dredge an existing pond.
Kate Throckmorton was present along with Mr. Shilstone’s contractor.  The proposal was reviewed and a sample of the bio bag that is proposed was passed around for review.
A Site Walk is scheduled for Sun., 12/10/17 at 9:00 a.m.

Discussion of the Town of Redding Open Space Plan 2018.
Commissioners reviewed edits and proposed changes.  T. Miller will contact Emma Borjigin-Wang re: continued work on the Open Space Plan.

III.   CHAIRMAN’S REPORT
Stuart Green confirmed that the reported trailhead at Steichen Preserve is on private property. Mr. Green requested the Boy Scout remove the sign and gray out all the blazes.
D. Pattee reported on the clearing for baseball fields at the corner of Simpaug Turnpike and Route 7. He noted that silt fence has not been installed.
Susan Robinson confirmed that 15 Hill Road has been sold.  The buffer that was required by the seller of the house was not constructed.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 10:10 p.m.
