Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller.

Absent: Wallace Perlman

Also present: Julia Pemberton, First Selectman

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES –Meeting of March 20, 2018

On the motion of T. Miller and the second of S. Robinson, the Commission voted unanimously to approve the 3/20/18 Meeting Minutes.


Application #18-04, Town of Redding, Attn: Julia Pemberton, Long Ridge Road, Simpaug Turnpike and Side Cut Road. To receive and discuss an application for earth disturbing activities associated with the realignment and regrading of the intersection of Long Ridge Road, Simpaug Turnpike and Side Cut Road within the upland review/regulated area.

Michael Joyce from Milone & MacBroom was present along with an associate and Julia Pemberton. Mr. Joyce displayed a railway highway grade crossing plan noting that Milone & MacBroom is responsible for road improvements and Metro North is responsible for the railroad crossing.

Mr. Joyce confirmed that the staging area will be in the town-owned lot on the east side of the crossing. Construction is projected to begin Spring 19 and be completed by the end of the summer. Metro North will be replacing the gates.

A Site Walk is scheduled for Sun., 4/8/18 at 9:00 a.m.

Discussion of the Town of Redding Open Space Plan 2018.

The Commission continued the ongoing review of the Open Space Plan. Emma Borjigin-Wang attended via Facetime.

Discussion will continue at the next meeting.


Per S. Green, a presentation is scheduled at the Mark Twain Library, 4/23/18 at 6:30 p.m. by NRVT and Josh Ryan.

A discussion regarding the recent bear study will be held on 4/12/18, 7:30 p.m. at the Mark Twain Library.

Susan Robinson and John McLeran will be attending a workshop being presented by Claire Rutledge, Connecticut Agricultural Experiment Station, re: parasite wasps and ash trees on 4/28/18.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:20 p.m.
