MINUTES

Tuesday, April 17, 2018
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller, Wallace Perlman.
The Chairman called the meeting to order at 7:33 p.m.

I. APPROVAL OF MINUTES -Meeting of April 3, 2018
-Site Inspection Minutes-April 8, 2018

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 4/3/18 Meeting Minutes as amended: Page 2, last paragraph, change “On the motion of T. Miller and the second of W. Perlman” to “On the motion of T. Miller and the second of S. Green.”
On the motion of S. Green and the second of W. Perlman, the Commission voted to approve the 4/8/18 Site Walk Minutes. S. Robinson abstained.

II. REGULATORY
Application #18-04, Town of Redding, Attn: Julia Pemberton, Long Ridge Road, Simpaug Turnpike and Side Cut Road. To receive and discuss an application for earth disturbing activities associated with the realignment and regrading of the intersection of Long Ridge Road, Simpaug Turnpike and Side Cut Road within the upland review/regulated area. Site Walk 4/8/18.

Scott Gehman from Milone & MacBroom was present. Site Walk findings were reviewed. Mr. Gehman confirmed that the travel way dimensions will remain the same with an increase in width of the parking area.

Concerns were noted re: proposed island at the end of Simpaug Turnpike. D. Pattee asked what will prevent a car from driving over it. Mr. Gehman noted that the texturing and visual element is intended to prevent driving over. W. Perlman stated that there is an effective island made with Belgian block at John Street and Round Hill Road in Greenwich as an example.

D. Pattee stated that someone needs to be on site on behalf of the town during construction. Mr. Gehman will confirm if Milone & MacBroom will be supervising.

Emails and correspondence from concerned citizens are being forwarded to the First Selectman’s Office for their response. A meeting is being held tonight re: horn noise.

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve Application #18-04.

Discussion of the Town of Redding Open Space Plan 2018.

The Commission continued the ongoing review of the Open Space Plan. Emma Borjigin-Wang attended via Facetime.

III. CHAIRMAN’S REPORT
Stuart Green stated that he will be attending a workshop on mapping skills.

Per S. Green, a presentation is scheduled at the Mark Twain Library, 4/23/18 at 6:30 p.m. by NRVT and Josh Ryan.

Removal of white pipes on the Biehn property will be scheduled in the next month.

Sen. Chris Murphy will be presenting updates on federal funding for Long Island Sound at Earthplace in Westport, 4/22/18.

Tina Miller was thanked for her contributions to the Town Plan of Conservation & Development.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:30 p.m.
