Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller, Wallace Perlman.

The Chairman called the meeting to order at 7:33 p.m.

I. APPROVAL OF MINUTES – Meeting of April 17, 2018

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 4/17/18 Meeting Minutes.


Application #18-05, Greg Giannattasio
, 4 Long Wall Road. To receive and discuss an application to clean and clear lot, install silt fence, repair foundation (racks and floor), remove one galley in septic.

Greg Giannattasio and his father were present. D. Pattee reviewed the history of the property. WEO/ZEO A. Pardee visited the site and her findings were reviewed with Mr. Pattee. Concerns were noted re silt fence. Mr. Giannattasio stated that the inadequate silt fence locations were re-dug today.

Mr. Giannattasio stated that per D. Hartline, the applicant can remove one galley in the septic as proposed. A letter from Mr. Hartline will be requested.

Mr. Giannattasio stated that the galley was being moved due to its proximity to the road and not due to any system insufficiencies.

A Site Walk is scheduled for Tues.,5/8/18 at 5:30 p.m.

Request from New England Wild Flower Society for permission to conduct a brief survey and collect seed of a plant called Bush’s Sedge found at Saugatuck Falls Field. Discussion.

Per D. Pattee, a request has been made to collect seed to deposit in a seed bank in Framingham, MA.

After discussion, the Commission gave a positive response to the request.

Discussion of the Town of Redding Open Space Plan 2018.

The Commission continued the ongoing review of the Open Space Plan.


Stuart Green noted that the Trails Day hike is scheduled for Sat., 6/2/18, 8:45 am-12:00 pm. The hike is cancelled in the event of rain.

Mr. Green discussed the NRVT event at the Mark Twain Library, held on 4/23/18. Fundraising efforts were reviewed. S. Robinson noted that there are groups that sponsor hiking for the inner city population.

Susan Robinson attended a workshop with Claire Rutledge re: parasitic wasps and identification of eggs. Victor DeMasi will be contacted by the URI biological control lab re: black swallow-wort.

An invasive plant control workshop is scheduled for 6/12/18 in Windsor. The workshop is being given by the CT Agricultural Experiment Station.

Tina Miller reported on a water plan discussion on 5/5/18 in Roxbury from the Rivers Alliance. A water supply in western CT conference is scheduled for 5/18/18.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:15 p.m.
