MINUTES
Tuesday, October 16, 2018
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller; Wallace Perlman.

The Chairman called the meeting to order at 7:32 p.m.

I. APPROVAL OF MINUTES – Meeting of October 2, 2018

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 9/18/18 meeting Minutes.

II. REGULATORY

Application #18-08, Bowen Zheng, 315 Black Rock Turnpike. To receive and discuss an application to replace walls and flooring in the kitchen and living room of existing house due to a brook running through the entire property. Site Walk 9/23/18. Discussion 10/2/18.

Discussion tabled pending receipt of new information.

Application #18-09, Kelly Lynn Harran, 285 Poverty Hollow Road. To receive and discuss an application for expansion of existing house plus new concrete piers and footings for new deck and porch within the regulated area.

Kelly Lynn Harran was present. The proposal and accompanying drawings were reviewed in detail. A Site Walk is scheduled for Sun., 10/28/18 at 9:00 am.

Discussion of the Town of Redding Open Space Plan 2018.

The Commission completed final edits and thanked S. Robinson and T. Miller for their contributions. Photos for the cover were discussed.

III. CHAIRMAN’S REPORT

D. Pattee reported that publishing legal notices in The Redding Pilot is no longer an option due to the closing of the paper and online site. Alternatives are being explored.

The CACIWC Annual Meeting is scheduled for Sat., 11/17/18. D. Pattee and S. Robinson will be attending.

Mrs. Miller noted the importance of the upcoming referendum question regarding requiring a public hearing for public comment on town-owned property transfers.

Susan Robinson would like A. Pardee to check on the planting plan required to be complete by the end of October on 4 Long Wall Road.

Stuart Green visited the Biehn property at 18 Hill Road with Gordon Loery of the Land Trust. Mr. Green stated that 40 perc pipes need to be removed and suggested that the Conservation Commission and Land Trust work together on the removal.

Re: NRVT, S. Green reported that the $3 million bonding has been restored. The potential for additional costs was discussed.

Mr. Green also reported on his recent resurveying and taping a connector trail.

Tina Miller shared information from Pound Ridge re: ideas for conservation outreach and treatment of invasives. Commissioners will review the Pound Ridge website for more information. Discussion will continue.

D. Pattee reported that a replacement for the vacant Commission seat is needed.

The Redding Community Center is hosting debates for the 11/6/18 local elections on 10/18/18 from 7:00 pm to 9:00 pm.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:10 p.m.
