Minutes

Present: David Pattee, Chairman; Jeremiah Ross; William Hill; Tina Miller; Wallace Perlman.

Absent: Stuart Green; Joseph Beres

The Chairman called the meeting to order at 7:30 p.m.

  1. APPROVAL OF MINUTES-Meeting of March 18, 2014

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 3/18/14 Meeting Minutes.  J. Ross abstained.

  1. REGULATORY

Application #140-04, Victoria M. Carmella (owner), Frank Marini (agent), 415 Rock House Road.  To receive and discuss an application for construction of a house, driveway, well, septic system and installation of a retention system.

Frank Marini was present for the applicant.  The proposal and map were reviewed and permission was given to cut specific trees with the condition that there is no stumping.

A site walk is scheduled for Mon., 5/12/14 at 5:00 p.m.

Application #14-05, Frank Doelger III and Bruce Harmon (owners), John F. McCoy, P.E. (agent), 216 Poverty Hollow Road.  To receive and discuss an application to develop a single-family lot which will include replacement of all existing structures, pool, driveway and septic with a new residence, accessory garage, driveway, and septic system within the regulated area.

John McCoy and John Desmond were present for the applicant.  Site and septic development plans were displayed and reviewed in detail.

A site walk is scheduled for Mon., 5/12/14 at 5:30 p.m.  Mr. McCoy was requested to stake the proposed septic location in addition to the limit of construction and location of infiltrators.

Application #14-06, Eric Einstein, President c/o Georgetown Business & Professional Association (owner), Brian Murphy c/o Murphy Bros. Landscaping, LLC (agent), 73 Redding Road, Georgetown.  To receive and discuss an application for earth-disturbing activities associated with a utility (water) installation which is which 100 feet of a watercourse and/or wetland area.

Brian Murphy was present for the applicant.  The proposed plan was reviewed and a site walk was scheduled for Mon., 5/12/14 at 6:15 p.m.

Application/Violation #12-02V, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road.  Earthmoving and disposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish property line (border) from wetlands.

Peter Davis was present.  Mr. Davis noted that a soil scientist report is completed. D. Pattee suggested its incorporation into an A2 survey.  Mr. Davis will submit copies of the report for review prior to the next meeting.  D. Pattee also requested a recommended planting list and proposed layout.

Discussion will continue at the next meeting.

III.    CHAIRMAN’S REPORT

The Danbury News-Times has a recent article on Victor DeMasi.

The recent CACIWC newsletter has an article on Page 3 that should be reviewed.

The Commission was noted on a list of supporters of CFPA.

DEEP training schedule requires Segment I to be completed online.  A. Pardee will use the voucher.  D. Pattee is attending Segment II on 6/13/14 re: legal and administrative updates.

  1. Ross received a quote for staking Gilbert-Miller Park.

Little River culvert was discussed.

On the motion of T. Miler and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:50 p.m.
