MINUTES
Tuesday, November 6, 2018
7:30 p.m. – Old Town House
Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller.
Absent: Wallace Perlman.
The Chairman called the meeting to order at 7:33 p.m.
I. APPROVAL OF MINUTES -Meeting of October 16, 2018; Site Walk Minutes-10/28/18, Harran, 285 Poverty Hollow Rd.
On the motion of T. Miller and the second of S. Green, the Commission voted unanimously to approve the 10/16/18 meeting Minutes as amended: Page 2, second paragraph, second line, change “town-owned property transfers” to “state-owned property transfers”; Page 2, last paragraph, change to “The Redding League of Women Voters is hosting debates for the 11/6/18 local elections on 10/18/18 from 7:00 pm to 9:00 pm at the Redding Community Center”.
On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to approve the 10/28/18 Site Walk Minutes.
II. REGULATORY
Application #18-08, Bowen Zheng, 315 Black Rock Turnpike. To receive and discuss an application to replace walls and flooring in the kitchen and living room of existing house due to a brook running through the entire property. Site Walk 9/23/18. Discussion 10/2/18.
Discussion tabled pending receipt of new information re: septic system upgrade.
Application #18-09, Kelly Lynn Harran, 285 Poverty Hollow Road. To receive and discuss an application for expansion of existing house plus new concrete piers and footings for new deck and porch within the regulated area. Site Walk 10/28/18.
Kelly Lynn Harran was present. Ms. Harran submitted and reviewed revised plans changing the number of piers and changing the sunroom to a screened-in porch.
Mr. Green reiterated Aquarion guidelines re: fuel spills and equipment near water.
On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to approve Application #18-09.
III. CHAIRMAN’S REPORT
Re: 4 Long Wall Road, Land Use Director A. Pardee confirmed that the planting plan is complete and in compliance with the requirements.
D. Pattee reported that the perc pipes located at 18 Hill Road have all been removed.
D. Pattee reported that a replacement for the vacant Commission seat has been interviewed.
Mr. Pattee, Mr. Green and Mr. Stivers prepared NRVT fund-raising mailings.
Tina Miller noted the reported rebound in state-wide deer hunting numbers in the 2017-2018 hunting season. S. Green stated that the 25 deer were killed during the first week on state-owned land.
Re: baiting deer, DEEP has reported that it is legal on private land. The Commission agreed to issue a statement prohibiting deer baiting on town-owned property for public safety purposes.
On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to adjourn the meeting at 8:15 p.m.
