MINUTES

Tuesday, December 4, 2018
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller; Wallace Perlman.

The Chairman called the meeting to order at 7:35 p.m.

I. APPROVAL OF MINUTES -Meeting of November 20, 2018

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 11/20/18 Meeting Minutes as amended: Page 1, delete “William Hill” from list of present Commissioners; Page 2, first paragraph, change “Susan Robinson” to “Stuart Green.”

II. REGULATORY

Application #18-08, Bowen Zheng, 315 Black Rock Turnpike. Discussion and possible vote on an application to replace walls and flooring in the kitchen and living room of existing house due to a brook running through the entire property. New septic system location within the regulated area. Site Walk 9/23/18. Discussion 10/2/18; 11/20/18. Received e-mail granting 65-day extension.

Mr. Pattee confirmed receipt of an email granting a 65-day extension from Mr. Zheng. Septic system approval by Doug Hartline and an engineering report are pending. Discussion will continue upon receipt of new information.

Application #18-10, Julia Pemberton, First Selectman (owner), WMC, Jay Costello (agent). Project location approximately 900 feet south of intersection with Side Cut Road. To receive and discuss an application for rehabilitation of Station Road Bridge over Saugatuck River. Site Walk 12/1/18.

A representative of WMC Consulting Engineers was present. Site Walk findings were reviewed. A neighboring resident noted the likelihood of a smaller area for trout due to the riprap. Susan Robinson suggested referring to NAACC (North Atlantic Aquatic Connectivity Collaborative) as a resource.

The time frame for construction is 4-6 months after bids are submitted and reviewed.

On the motion of S. Green and the second of S. Robinson, the Commission voted unanimously to approve Application #18-08.

Application #18-11, Carey/McGuire (owners), Joe La Valle Building Co. LLC (agent), 663 Redding Road. To receive and discuss an application for construction of an in-law suite within the regulated area.

Mr. La Valle was present for the applicant. The proposal was displayed and reviewed. Additional plan copies will be submitted at the site walk scheduled for Sat., 12/8/18 at 9:00 a.m.

D. Pattee requested the addition of silt fence and temporary stockpile locations on the map.

III. CHAIRMAN’S REPORT

The 2019 meeting schedule has been completed. There will only be one meeting in January.

D. Pattee reported that the big field at Couch Hill has been mowed.

W. Hill and S. Green reported on their walk at the McCormick property.

D. Pattee attended a cocktail party for 135th District Rep. Anne Hughes.

S. Green reported on the report of a trail volunteer who observed hunting from blinds. A sign will be made stating that the Conservation Commission has determined that hunting from blinds is not permitted.

Bill Hill stated that he spoke to John McLeran re: possible open space property.

The Commission discussed how to assess the remediation for cutting down a tree on property that belongs to someone else and reported that the value is of tree replacement, not the value of wood.

On the motion of T. Miller and the second of S. Robinson, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
