Present: David Pattee; William Hill; Stuart Green; Joseph Beres; Tina Miller; Wallace Perlman.

Absent: Jeremiah Ross

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES -Minutes of March 4, 2014
Site Walk Minutes 3/16/14 –

– NE side of Saugatuck Reservoir, Greenbush Rd./Newtown Tpke./Aquarion Water Company

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve the 3/4/14 Meeting Minutes as amended: Page 2, first item under “Chairman’s Report”, change “4/16/14” to “4/6/14”.

On the motion of S. Green and the second of W. Perlman, the Commission voted to approve the 3/16/14 Site Walk Minutes. J. Beres and T. Miller abstained.

II. REGULATORY

Application #14-02, Janet Schienmann (owner), Charles and Heidi Cristofalo and Joseph Martin, Jr. (agent), 45 Old Stagecoach Road. Received 3/4/14. Discussion and possible vote on an application for excavating and grading to replace existing septic system within the regulated area.

J. Martin was present for the applicant. Site Walk findings were reviewed.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #14-02.
Application #14-03, Aquarion Water Company (owner), Stephen Stamos (agent), Centennial Watershed State Forest, NE side of Saugatuck Reservoir bordered by Greenbush Road and Newtown Tpke., Redding. Received 3/4/14. Discussion and possible vote on an application for “foot travel only” trail extension within the regulated area. Site Walk 3/16/14.

S. Stamos was present. Site Walk findings were reviewed.

On the motion of S. Green and the second of W. Perlman, the Commission voted unanimously to approve Application #14-03.

III. CHAIRMAN’S REPORT

D. Pattee reviewed the status of the open space consideration for 19 Hill Road as discussed at the Board of Selectmen meeting on 3/17/14.

Per complaints of nearly residents, Aquarion has been requested to clean up snags present after cleaning at the Umpawaug Road/Route 53 intersection.

Beaver trappers have been granted permission to trap through March 31 at the Saugatuck River and Saugatuck Falls Natural Area.

Plans for soil testing at Couch Hill Preserve re: lime application were reviewed.

Re: Norwalk River Valley Trail site walk on 4/6/14, letters are ready to be sent to abutters. S. Green is walking problematic Redding/Ridgefield sections on 3/19/14 for further review.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:25 p.m.
