Present: David Pattee, Chairman; Claire Matzke; William Hill; Stuart Green; Susan Robinson; Tina Miller; Wallace Perlman.
The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES – Meeting of April 16, 2019
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 4/16/19 Meeting Minutes as amended: Page 2, fifth item under “Chairman’s Report” change to: “Ms. Robinson spoke about her attendance at a very positive CT botanical meeting with between several CT conservation groups, biologists and Eversource re: right-of-way concerns.”; Page 2, 6th item under “Chairman’s Report”, change to: “Re: Black Swallow-Wort biocontrol project, the Black Swallow-Wort biocontrol is ready to be installed and monitored in Victor DeMasi’s field.”
Permit #10-07, John Isles, 29 Old Stagecoach Road. Request extension of Permit to remove silt from pond.
John Isles was present. D. Pattee stated that the requested extension was filed 4/22/19 to the Land Use Office, prior to the expiration date.
On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to approve the extension to Permit #10-07.
Discussion of Open Space Ordinance
John McLeran was present. He suggested that a committee be formed to discuss language and come back in 30 days to review.
Commissioners will look for appropriate signage in addition to seeing how other towns handle the ordinance. T. Miller noted that a change in a town ordinance will necessitate a Town Meeting.
W. Perlman, S. Robinson and C. Matzke will work with Mr. McLeran on verbiage for further discussion next month.
III. CHAIRMAN’S REPORT
Re: Eversource plantings in the town right-of-way, D. Pattee has sent an email to the town Eversource contact, Samantha Cloutier, to encourage native plantings and request Commission input.
D. Pattee received information regarding drought preparedness language workshop from NWRA. He will respond that he is not inclined to participate in the activity now as the workshop is geared toward public water supply.
The Open Space Plan is still pending. Maps are pending from WestCOG. The Town Plan of Conservation & Development is in review by the Board of Selectmen.
Mr. Green reported that he and Mr. Hill volunteered at the aid station at A Run for the Cows.
A new volunteer for Firehouse Trail will be meeting with Mr. Green.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
