MINUTES

Tuesday, May 21, 2019
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; Claire Matzke; Stuart Green; Susan Robinson; Tina Miller.

Absent: W. Hill; W. Perlman

The Chairman called the meeting to order at 7:34 p.m.

I. APPROVAL OF MINUTES – Meeting of May 7, 2019

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 5/7/19 Meeting Minutes as amended: Under “Chairman’s Report” change to: “Ms. Robinson spoke about her attendance at a very positive CT Botanical Society meeting with several CT conservation groups, biologists and Eversource re: right-of-way concerns; Page 1, second paragraph under “Discussion of Open Space Ordinance”, change to “T. Miller noted that a change in a town ordinance will necessitate a Town Meeting under some circumstances.”

II. REGULATORY

Notice of Violation: 27 Granite Ridge Road. To discuss an activity that is in violation of the Inland Wetlands and Watercourses Regulations of the Town of Redding, Connecticut.

Mr. Bogdan of 27 Granite Ridge Road was present. D. Pattee reviewed a report with attached photos from Land Use Director A. Pardee re: runoff and siltation in nearby pond. Mr. and Mrs. Grashow of 14 Diamond Hill were present to review their report and observations. Mr. Grashow stated that he notified Eversource who inspected the pond and stated that the runoff was from 27 Granite Ridge Road. The report from Eversource will be forwarded to D. Pattee.

Mr. Bogdan reported on his stabilization efforts. D. Pattee stated that the silt fence has been installed backwards. Mr. Bogdan was notified that he needs to stabilize the lawn area, fix the silt fence and eventually the wetland area in front will need to be cleaned out.

A site inspection is scheduled for Thurs., 5/30/19 at 5:30 p.m. Mr. Grashow will notify A. Pardee if any new runoff is observed.

III. CHAIRMAN’S REPORT

Re: Open Space Ordinance, S. Robinson is awaiting feedback from towns she reached out to. S. Green reviewed a sample Open Space Land sign.

Eversource is changing the type of plants in the town right-of-way per request of the Commission.

S. Green reported that authorization has been given to the Board of Selectmen to execute the contract re: trail grant.

Re: Town Plan of Conservation & Development, D. Pattee reported that the Board of Selectmen is currently reviewing firms to do education and outreach.

T. Miller requested an update on Knapp, 223 Gallows Hill Road. D. Pattee stated that information from Gene Nazzaro is pending.

S. Robinson will ask for Town assistance in weed whacking the path at Gilbert-Miller Park.

On the motion of T. Miller and the second of C. Matzke, the Commission voted unanimously to adjourn the meeting at 8:40 p.m.
