MINUTES
Tuesday, June 4, 2019
7:30 p.m. – Old Town House

Present: David Pattee, Chairman; William Hill; Stuart Green; Susan Robinson; Tina Miller.; Wallace Perlman.
Absent: Claire Matzke

The Chairman called the meeting to order at 7:30 p.m.

I. APPROVAL OF MINUTES – Meeting of May 21, 2019

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to approve the 5/21/19 Meeting Minutes as amended: Page 1, second and third paragraphs under “Notice of Violation: 27 Granite Hill Road” change “Mr. Bogdan” to “Mr. Grynchak”; first item under “Chairman’s Report” , first sentence, change to: “Re: Open Space Ordinance, S. Robinson is awaiting feedback from conservationists she reached out to”.

On the motion of W. Perlman and the second of T. Miller, the Commission voted to approve the 5/30/19 Site Inspection Minutes. W. Hill abstained.

II.  REGULATORY

Notice of Violation: Bogdan & Nadiya Grynchak, 27 Granite Ridge Road. To discuss an activity that is in violation of the Inland Wetlands and Watercourses Regulations of the Town of Redding, Connecticut. Site Walk 5/30/19.

Mr. Grynchak was present. D. Pattee reviewed a survey of 11 Diamond Hill Road depicting a complicated underground drainage and buried pipe system. Site Walk findings were reviewed including the observation of siltation in catch basins on the east and west sides of the road.

A written report from Eversource was expected, however, the report was only verbal.

D. Pattee noted that the stream channel and catch basins contained siltation, however, the water flow was clean during the site walk. It was noted that the site walk was conducted several weeks after the initial reports of pond siltation.

Mr. Grynchak was requested to remove the siltation in the stream corridor between the stone wall and pavement down to the property line. Mr. Green noted compliance by Mr. Grynchak to the previous request to correctly install silt fencing. D. Pattee stated that A. Pardee should be notified when the siltation removal from the stream channel is complete.

Mr. Grynchak was referred to A. Pardee regarding possible removal of brush.

Application #19-02, Jory & Grace Dennison (owners), Dennis Carlson (A-1 Septic, agent), 55 Wood Road. To receive and discuss an application for a septic system repair within the regulated area.

Dennis Carlson was present for the applicant. He reviewed the application and circumstances leading to this application. D. Pattee suggested the installation of two pipes as a backup.

A site walk is scheduled for Mon., 6/10/19 at 5:30 p.m. Mr. Carlson was requested to stake the ends of the proposed location.

II. CHAIRMAN’S REPORT

Re: 663 Redding Road, proposed changes were reviewed, and it was determined that the applicant will need to file a modification to their application.

Stuart Green reported on the recent Trails Day hike. He also noted receipt of an email suggesting a trail between Old Fields and the library. Various challenges were noted.

Mr. Green reported that authorization has been given to the Board of Selectmen to execute the contract re: trail grant and formal proposals are expected.
Recent fund-raising efforts were discussed. Re: DOT lease agreement, the Commission discussed including a clause allowing for language change if necessary.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:55 p.m.
