MINUTES
Tuesday, November 5, 2019

The Chairman called the meeting to order at 7:30 p.m.
I. APPROVAL OF MINUTES -Meeting of October 15, 2019

On the motion of W. Perlman and the second of C. Matzke, the Commission voted unanimously to approve the October 15, 2019 Minutes.
On the motion of W. Perlman and the second of C. Matzke, the Commission voted to approve the 10/20/19 Site Walk Minutes. W. Hill and S. Green abstained.
REGULATORY
Application #19-06, Scott Werndorfer (owner), Trillium Architects, Patrick Mulcahey (agent), 5 Side Cut Road. To receive and discuss an application to replace existing septic system and installation of proposed leaching area within the regulated area.
No one was present for the applicant. Site Walk findings were reviewed. A map showing the location of septic fields was reviewed.
On the motion of W. Perlman and the second of C. Matzke, the Commission voted to approve Application #19-06. S. Green abstained.
Application #19-07, Redding Farm Road, LLC, Kate Perry (owner), Nazzaro, Inc., Joe Nazzaro (agent), 313 Redding Road. To receive and discuss an application for pond clearing and restoration.
Joe Nazzaro was present for the applicant. D. Pattee reported on a request from Land Use Director Aimee Pardee to delay the pond clearing and restoration work until after winter to protect the animals in and around the pond. Mr. Nazzaro agreed to do the work at a low-flow time of year such as mid-spring to summer. He noted that the work will take about two weeks.
A site walk is scheduled for Sun., 11/10/19 at 9:00 a.m.
Discussion: Possible Violation of Inland-Wetland and Watercourses Regulations, Diane Knapp, 223 Gallows Hill Road. Discussion 2/5/19. Site Walk 2/9/19. Discussion 2/19/19, 10/15/19. Site Walk 10/20/19.
Joe Nazzaro was present. He reported that the woodchips have been removed and the area has been regraded. Photographs were reviewed by the Commissioners.
A site walk is scheduled for 11/10/19 at 9:30 a.m.
II. CHAIRMAN’S REPORT
Re: Couch Hill Preserve maintenance, efforts are being made to remove hay bales. W. Hill will contact K. Oosterwal.
Susan Robinson requested an update re: status of farmland restoration grant. D. Pattee will ask John McLeran will follow up with Julia Pemberton.
A possible contractor re: Lonetown Marsh boardwalk repair is still pending.
Susan Robinson reported that Eversource has not completed plantings that were to be complete after the Eversource tree-trimming project.
Stuart Green reported on the five Eagle Scout projects in progress.
On the motion of W. Perlman and the second of C. Matzke, the Commission voted unanimously to adjourn the meeting at 8:35 p.m.
