MINUTES

Absent: Tina Miller, Claire Matzke
The Chairman called the meeting to order at 7:33 p.m.
I. APPROVAL OF MINUTES -Meeting of November 5, 2019

On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to approve the 11/5/19 Meeting Minutes.
On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to approve the 11/10/19 Site Walk Minutes.
II. REGULATORY
Application #19-07, Redding Farm Road, LLC, Kate Perry (owner), Nazzaro, Inc., Joe Nazzaro (agent), 313 Redding Road. To receive and discuss an application for pond clearing and restoration. Site Walk 11/10/19.
Kate Perry and Joe Nazzaro were present. Site Walk findings were reviewed. D. Pattee reviewed the request from A. Pardee, Land Use Director, for the pond work to be done in the summer to protect the pond inhabitants. Mr. Nazzaro reported that this site is easy to control and that waiting until late summer would delay closing up the disturbance on site from house construction.
Mr. Nazzaro reported that the work will take approximately 4-6 weeks to complete. The preferred plan is to do the work immediately contingent on the weather or wait until summer.
On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve Application #19-07 to clear and restore the pond as soon as possible and if not possible, to begin June or later. S. Robinson opposed.
Discussion: Possible Violation of Inland-Wetland and Watercourses Regulations, Diane Knapp, 223 Gallows Hill Road. Discussion 2/5/19. Site Walk 2/9/19. Discussion 2/19/19, 10/15/19. Site Walk 10/20/19, 11/10/19.
Joe Nazzaro was present. Site Walk findings were reviewed. Mr. Nazzaro stated that coir logs were put in place halfway down the slope. The slope will also be seeded.
John Bonsignore noted that the area where the woodchips were placed was previously a hill and is now a plateau. D. Pattee stated that the priority was material going into the river.
No further discussion is needed, and the item will be taken off the Agenda.
Application #19-08, Ed and Christine Larkin, 68 Wood Road. To receive and discuss an application for brush clearing within the regulated area.
Mr. Larkin was present. He reviewed his tree removal activity.
A Site Walk is scheduled for Sun., 11/24/19 at 9:00 a.m.
III. CHAIRMAN’S REPORT
D. Pattee reported that he and W. Hill are reappointed to the Commission for another four-year term.
The 2020 meeting schedule was reviewed.
S. Robinson, D. Pattee, W. Hill and S. Green will be attending the CACIWC Annual Meeting on 11/3/19.
S. Green provided an update re: contractor for Lonetown Marsh boardwalk. Estimates are pending. Mr. Green stated that there is 20 yards of growth in the water in the marsh that will need removal.
D. Pattee reported that the grant application completed by John McLeran has been signed by Julia Pemberton.
Re: NRVT contract, J. Pemberton signed and submitted a contract. Additional contracts have been received.
S. Robinson reported that the Northeast Natural History Conference is taking place in Stamford this year, April 17-19.
Per S. Robinson, ash tree removal at Gilbert-Miller Park has been postponed and is scheduled for 11/22/19.
On the motion of S. Robinson and the second of W. Perlman the Commission voted unanimously to adjourn the meeting at 8:35 p.m.
