The Chairman called the meeting to order at 7:30 p.m.
- APPROVAL OF MINUTES-Minutes of November 5, 2013
On the motion of W. Perlman and the second of W. Hill, the Commission voted to approve the 11/5/13 Meeting Minutes. T. Miller abstained.
- REGULATORY
Application #13-10, Frederick Miller, Jr. (owner), Seana Bedard (agent), 102 Picketts Ridge Road. To receive and discuss an application to replace current 8’ x 16’ deck within the regulated area.
Frederick Miller, Jr. and Seana Bedard were present. After discussion of the proposed application, the Commission concurred that no permit is required due to the distance between the proposed activity and the wetland area.
Application #13-11, The Mark Twain Library (owner), Michael Lillis, CCA (agent), 439 Redding Road. To receive and discuss an application for a parking lot expansion within the regulated area.
Mike Lillis of CCA and Stuart Lade, Trustee for The Mark Twain Library were present for the applicant. The proposal was reviewed in detail accompanied by drawings. Mr. Lillis demonstrated the use of the proposed parking lot surface, Flexi-Pave.
A Site Walk was scheduled for Sun., 11/24/13 at 8:30 a.m.
Application/Violation #12-02V, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road. Earthmoving and deposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish property line (border), from wetlands. Site Walk 1/5/13. Discussion 1/15/13; 2/5/13/ 2/19/13; 3/19/13/; 4/2/13. Site Walk 4/14/13. Discussion 5/7/13; 5/21/13; 8/6/13. Site Walk 8/31/13. Discussion 9/3/13; 9/17/13; 10/1/13; 10/15/13.
No new information or discussion.
III. CHAIRMAN’S REPORT
Estimates for lyme/potassium potash fertilizers for use at Couch Hill Preserve were reviewed and deemed cost prohibitive. The padlock has been replaced.
Construction of bike trails on Land Trust and Town-owned land were discussed. Commissioners concurred that the trails will remain foot trails.
- Green reported on Thor Lundelius’ evaluation of the beaver dam at Saugatuck Falls Natural Area.
- Pattee and S. Green attended the CACIWC Annual Meeting and summarized the attended workshops.
- Pattee reported that Amy Pardee will begin as the WEO/ZEO next week.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:30 p.m.
