MINUTES
Tuesday, October 20, 2020
7:30 p.m. – Via Zoom

Present via video: David Pattee, Chairman; William Hill; Stuart Green; Claire Matzke; Susan Robinson; Tina Miller; Wallace Perlman.

Also present: Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:32 p.m.

I.  APPROVAL OF MINUTES      -Meeting of October 6, 2020

On the motion of W. Perlman and the second of S. Green, the Commission voted to approve the 10/6/20 Meeting Minutes. W. Hill abstained.

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 10/18/20 Site Walk Minutes. W. Hill and S. Green abstained.

II. REGULATORY
Application #20-11, Chris and Toni Ann Rotondo, 32 Long Ridge Road. Received 10/06/2020. Discussion and possible vote on an application for Demolition of existing home, Modular Home installation, Foundation excavation, and General landscaping within the regulated area. Site Walk 10/18/2020.

Mr. Rotondo was present via ZOOM. Site walk findings were reviewed and D. Pattee noted receipt of an email including a drawing with silt fence and temporary stockpile locations.

On the motion of Mr. Perlman and the second of Mrs. Robinson, the Commission voted to approve Application #20-11. Stuart Green abstained due to his absence at the site walk.

Application #20-12, Joanne Moyler, Revocable Trust (owner), Steven Trinkaus, PE (agent), 22 Umpawaug Road. Received 10/06/2020. Discussion and possible vote on an application for installation of a yard drain and pipe within the regulated area. Site Walk 10/18/2020.

No one was present for the applicant. Site walk findings were reviewed.

On the motion of W. Perlman and the second of S. Robinson, the Commission voted to approve Application #20-12. Mr. Green abstained due to his absence at the site walk.

Application #20-13, Joanna Bergmann, 248 Newtown Turnpike. Received 10/06/2020. Discussion and possible vote on an application for home addition/renovation involving excavation of land to create basement within the regulated area. Site Walk 10/18/2020.

Joanna Bergmann was present via ZOOM. D Pattee noted receipt of a revised drawing depicting the location of sediment and erosion controls.On the motion of W. Perlman and the second of T. Miller, the Commission voted to approve Application #20-13. Mr. Green abstained due to his absence at the site walk.

Application #20-14, Ridgefield Motor Inn (owners), Alex Patel (agent), 296 Ethan Allen Highway. Received 10/06/2020. Discussion and possible vote on an application for Demolition of existing building and Construction of new Hilton Hotel, Parking Lot Re-construction, Drainage, and a small section of Septic System within the regulated area. Site Walk 10/18/2020.

Site Walk findings were reviewed. W. Perlman asked if an increase in impervious area is being planned. It was confirmed that the increase in parking spaces is increasing from 61 to 76.  A proposed planting plan for pervious areas in the parking lot was briefly reviewed.  Susan Robinson will make suggestions for an ornamental tree.

Mr. Hill questioned if the existing pavement will be ripped up.  It was confirmed that it will be and re-done.

On the motion of W. Perlman and the second of S. Robinson, the Commission voted to approve Application #20-14.  S. Green abstained due to his absence on the site walk.

A revised planting plan will be forwarded to Land Use Director A. Pardee and to Carol Keil at the Land Use Office.

III.  CHAIRMAN’S REPORT

D. Pattee reported that the meeting scheduled for November 3 will be canceled.

S. Green reported on the First Selectwoman’s request of a non-binding recommendation from the Conservation Commission re: leash rule on town-opened land as discussed at the 10/19/20 Board of Selectmen meeting.  Re: rule vs ordinance, T. Miller noted that the area is fuzzy if not an ordinance because people are relied upon to obey rules. S. Green noted there has been a lot of cooperation since institution of the leash rule. D. Pattee and S. Green will work on language to propose a rule to protect trails, wildlife and land so it doesn’t have to go to a Special Town Meeting.

An estimate has been obtained for tree work.

W. Hill is working on obtaining lim.

Susan Robinson asked if a new tree warden has been named.  D. Pattee responded a replacement has not been named.

On the motion of T. Miller and the second of W. Perlman the Commission voted unanimously to adjourn the meeting at 8:40 p.m.
