MINUTES
Tuesday, January 5, 2021

7:30 p.m. – Via ZOOM

Present via video: David Pattee, Chairman; William Hill; Stuart Green; Claire Matzke; Susan Robinson; Tina Miller; Wallace Perlman.

Also present: Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:40 p.m.

I. APPROVAL OF MINUTESMeeting of November 17, 2020
On the motion of W. Perlman and the second of T. Miller, the Commission voted unanimously to approve the 11/17/20 Meeting Minutes.

II. REGULATORY

Application #20-15, Colin Corrigan (owner), James Lashar (agent), 42 Picketts Ridge Road. To receive and discuss an application to install a new septic system within the regulated area.

Mr. Lasher was present for the applicant via ZOOM. The proposal was reviewed. D. Pattee noted receipt of and reviewed a memo from Doug Hartline.

A site walk is scheduled for Sat., 1/9/21 at 9:00 a.m.

III.  CHAIRMAN’S REPORT

Mr. Pattee will be attending a budget meeting on 1/8 along with A. Pardee for the Planning Commission. Requested funds and proposed uses for the funds were discussed.  Per Mr. Pattee, the First Selectwoman is requesting identification of capital fund projects.

The meeting schedule for 2021 is final.  No meeting is scheduled for the first week in September due to a religious conflict.

The annual CACIWC virtual meeting was discussed.

Stuart Green reviewed two possible trail additions. A loop from Turkington Falls to Dan Beard Trail was reviewed.

On the motion of S. Green and the second of T. Miller, the Commission voted unanimously to approve the addition of a 260-foot spur from Turkington Falls loop to Dan Beard Trail.

An additional trail addition from Mary Anne Guitar Preserve to the Saugatuck Trail was reviewed.  Discussion will continue.

D. Pattee reported on the possible purchase of a property on Limekiln by Highstead Arboretum.

Land Use Director Aimee Pardee informed D. Pattee of questions from Alice Smith re: deer hunting on open space.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to add 32 Long Ridge Road, footing drains, Westchester Modular to the agenda.

Amendment to Permit 20-11, 32 Long Ridge Road, Kevin McSherry, Westchester Modular. Installation of footing drains.

Kevin McSherry was present for Westchester Modular via ZOOM. A mark-up of the proposed footing drains was screenshared and details were reviewed.

On the motion of W. Perlman and the second of S. Robinson, the Commission voted unanimously to approve the amendment to Permit 20-11 of the discharge arrangement to the existing plan with the condition that the 4-inch pipe be terminated at wetlands flag #8.

On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 9:00 p.m.
