The Chairman called the meeting to order at 7:33 p.m.
I. APPROVAL OF MINUTES -Meeting of 4/20/21

On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to
approve the 4/6/21 Meeting Minutes as corrected: Page 2, first item under “Chairman’s Report”, third line, change “April 17” to “June 17.”
On the motion of W. Perlman and the second of S. Green, the Commission voted unanimously to approve the 4/13/21 Site Walk Minutes.
Application #21-02, Margo Kish (owner), Thomas Fokus (agent), 158 Old Redding Road. Received 3/02/2021. Discussion and possible vote on an application to construct residence, well, septic, and driveway within the regulated area. Discussion 4/6/21. Site Walk 4/13/21.
Doug DiVesta and Peter Kish were present via ZOOM. The site plan was screen shared and reviewed by Mr. DiVesta. Site Walk findings were reviewed and Mr. Pattee noted a presumed wetland area between the property line and location of the proposed septic system that wasn’t flagged. Mr. DiVesta stated that the most recent soil scientist report was from 2018 by James McManus.
The Commission agreed that the property should be reviewed again by Mr. McManus to confirm if the southwest corner should be flagged. Mr. DiVesta will contact Mr. McManus to schedule a look and update the mapping. Discussion will continue at the next meeting.
Application #21-03, Jean Paul Valles (owner), William & Patricia Schwert (agents), 93 Umpawaug Road. To receive and discuss an application to construct a single-family dwelling, septic, well, and driveway within the regulated area. Site Walk 4/13/21.
Mr. Schwert, Mike Mazzucco, Atty. Neil Marcus were present for the applicant via ZOOM. Site Walk findings were reviewed.
Mr. Perlman motioned and Mr. Green seconded the motion to approve Application #21-03. The motion passed unanimously.
Application #21-04, Fire District No. 1 (owners), Frank J. Scinto, Esq. (agent), 186 Black Rock Turnpike. To receive and discuss an application to demolish existing firehouse and to construct a new, modern facility within the regulated area. Site Walk 4/13/21.
Atty. Scinto, Jeff Mose, Rob Frangione and Kate Throckmorton were present for the applicant via ZOOM. Site Walk findings were reviewed. Mr. Pattee noted the proposed work at the tail end of the intermittent watercourse and asked if DOT could be approached to do stormwater management controls at the first part of the watercourse. Mr. Frangione responded that there is a slim chance that DOT would respond to the request.
An error on the note modification was addressed and it was confirmed that there are no plans for a pool. Mr. Frangione reviewed plans to fortify the watercourse to protect the wall to the parking lot. The point discharge system was converted to sheet flow. Kate Throckmorton briefly reviewed the proposed planting plan. Mr. Green commended the proposed use of dormant stakes. Susan Robinson requested details for wall staging. Silt fence details were confirmed and are listed on page 2 of Mr. Frangione’s plan.
Mrs. Miller motioned and Mr. Perlman seconded the motion to approve Application #21-04 as presented. The motion passed unanimously.
Modification to Permit #20-06, Roger Lancaster (owner), Land-Tech Consultants, Inc. (agents), Lot #2, 130 Topstone Road. Site Improvement Maps re Revised Rain Garden to Underground Cul Tec Units and Revised Pool Location, Added Pool House, Fence and Patio.
Michael Ungerer and Doug MacMillan were present for the applicant via ZOOM. The proposed changes to Lot 2 were reviewed by Mr. MacMillan.
Mr. Perlman motioned and Mr. Green seconded the motion to approve the Modification to Permit #20-06. The motion passed unanimously.
III. CHAIRMAN’S REPORT
Mr. Pattee reported on a request for an emergency approval of a septic replacement at 477 Newtown Turnpike. Steve Trinkaus will be utilizing 12-in. diameter silt socks on the downstream side of the work.
Before and after pictures of the completed work at Couch Hill will be distributed to Commissioners for their review.
Stuart Green reported that the new dog leash signs are up. Some old poles are rotted and larger ones may need to be ordered for replacement.
Mr. Green reported that the Trails Day Hike will be at the Ground Pine Sanctuary with an extended hike to the Mahony property.
Susan Robinson requested an update re: 50 Seventy Acre Road. D. Pattee stated that a remediation plan was pending and a late fee will be assessed. Land Use Director A. Pardee noted the presence of some flags at the property and receipt of a soils report.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 8:45 p.m.
