MINUTES
Tuesday, May 4, 2021
7:30 p.m. – Via ZOOM
Present via video: David Pattee, Chairman; William Hill, seated at 8:07 p.m.; Stuart Green; Claire Matzke; Tina Miller; Susan Robinson, members of the public.
Absent: Wallace Perlman
Also present: Aimee Pardee, Land Use Director
The Chairman called the meeting to order at 7:34 p.m.
I. APPROVAL OF MINUTES –Meeting of 4/20/21
Mrs. Miller motioned and Mrs. Matzke seconded the motion to approve the 4/20/21 Minutes as submitted. The motion passed unanimously.
II. REGULATORY
Application #21-02, Margo Kish (owner), Thomas Fokus (agent),158 Old Redding Road. Received 3/02/2021. Discussion and possible vote on an application to construct residence, well, septic, and driveway within the regulated area. Discussion 4/6/21. Site Walk 4/13/21. Discussion 4/20/21.
Peter Kish, Doug DiVesta and James McManus were present via ZOOM. The site plan was screen shared and reviewed by Mr. DiVesta. D. Pattee noted receipt of a new sketch showing additional wetlands in the southwest corner. Mr. DiVesta reviewed the tree and vegetation lines on the new sketch. It was confirmed that the new wetland outline doesn’t affect any calculations.
Mr. Green motioned and Tina Miller seconded the motion to approve Application #21-02 with the special condition that the final survey showing all wetland areas on the property be submitted. The motion passed unanimously.
Mr. Pattee informed the applicant and realtor Tara Varghese that the license has to be transferred to the new purchaser.
Application #21-05, Yvonne Bregman (owner), Nazzaro, Inc. (agent), 5 Umpawaug Road. To receive and discuss an application to dredge, restore, and repair existing pond.
Yvonne Bregman and Gene Nazzaro were present via ZOOM. Mr. Nazzaro reviewed the proposal and a site walk is scheduled for Tues., 5/11/21 at 5:30 p.m.
Mr. Nazzaro reported that the project is projected to take a week and will take place in mid to late summer.
III. CHAIRMAN’S REPORT
The status at 17 Umpawaug Road was discussed.
Re: 50 Seventy Acres Road, Land Use Director A. Pardee reported that wetlands have been flagged and per the owner, a survey is pending.
Stuart Green reported on the cleanup at Couch Hill. The diagonal lower path has been closed.
Mr. Pattee reported that Mr. McLeran will submit the final report re: completed work.
Stuart Green reported that the new dog leash sign invoice has been received. Trail sign locations were reviewed. Clarification is needed regarding no pets vs. leash required at Centennial State Forest.
Susan Robinson checked with Dir. of Public Works Jeff Hanson re: contacting CT DOT to install riprap in the scour area at the Redding Ridge Fire Department. A. Pardee will contact DOT.
Katharine Dusenbury inquired if the Commission had determined any areas where dogs don’t need to be leashed other than Topstone Park. Mr. Pattee stated that no other areas will be determined at this time.
Susan Robinson reported that Mr. Bosch will take down the ailanthus trees and S. Healy will be contacted to chip the brush in Georgetown.
The Redding Garden Club is holding its annual plant sale this weekend.
Mr. Green reported that the GIS mapping of trails is almost done.
On the motion of T. Miller and the second of W. Hill, the Commission voted unanimously to adjourn the meeting at 8:43 p.m.
