The Chairman called the meeting to order at 7:35 p.m.
I. APPROVAL OF MINUTES -Meeting of 5/18/21

Mr. Perlman motioned and Ms. Robinson seconded the motion to approve the 5/18/21 Meeting Minutes as amended: fifth item under “Chairman’s Report”, change to “Stuart Green reported that signs have been posted at Centennial Watershed State Park.” The motion passed unanimously.
Ms. Robinson motioned and Mr. Green seconded the motion to approve the 5/23/21 Site Walk Minutes. Tina Miller and Claire Matzke abstained.
II. REGULATORY
Application #21-06, Ward J. Mazzucco & Tami G. O’Connor, 44 Wood Road. To receive and discuss an application to construct a pavilion with outdoor fireplace within the regulated area. Site Walk 5/23/21.
Mr. Mazzucco was present via ZOOM. Site Walk findings were reviewed. D. Pattee noted receipt of photographs forwarded by Land Use Director Aimee Pardee.
Ms. Robinson motioned and Ms. Miller seconded the motion to approve Application #21-06. The motion passed unanimously.
Application #21-07, THIRA, LLC, 30 Goodsell Hill Road. To receive and discuss an application to construct single family home and associated site work within the regulated area. Site Walk 5/23/21.
Tom Quinn, Peak Engineers, was present for the applicant. Site Walk findings were reviewed. Mr. Quinn screen shared the site plan and reviewed the project details.
Mr. Green motioned and Mr. Hill seconded the motion to approve Application #21-07. The motion passed unanimously.
Permit #16-08, Christer and Meggin Lundstrom, 473 Newtown Turnpike. Request to renew existing Permit for activities associated with construction of a new home. Approved July 19, 2016. Expiration date, July 19, 2021.
Christer Lundstrom was present via ZOOM and the permit timing was reviewed.
Mr. Perlman motioned and Ms. Miller seconded the motion to extend Permit #16-08. The motion passed unanimously.
Application #21-08, Dominick Pagano (owner), Andy Soumelidis/LandTech (agents), 241 Ethan Allen Highway. To receive and discuss an application to retrofit existing commercial building, reconfigure existing parking lot, add portion of new parking lot, construct small addition, and related improvements to structure and lawn areas within the regulated area.
Curt Lowenstein was present from LandTech along with the contract purchaser Nick Fletcher. The proposal was reviewed and drawings were screen shared. Susan Robinson asked if the proposed storage facility will store hazardous chemicals. T. Miller suggested a provision that no hazardous materials will be allowed. Land Use Director A. Pardee noted that Zoning regulations prohibit exterior hazardous materials. S. Robinson reported that the property is on the natural diversity data list.
A Site Walk is scheduled for Mon., 6/7/21 at 5:30 p.m.
Application #21-09, John Soltis and Erica S. Jacobs, 22 Wood Road. To receive and discuss an application to construct a pool with associated grading within the upland review area.
Mr. Soltis and Tom Quinn were present via ZOOM. After review of the proposal, a Site Walk was scheduled for Mon., 6/7/21 at 6:15 p.m. Mr. Quinn reported that the pool location and wetlands are already flagged.
III. Order to Cease & Restore: Christine Filanowski (owner), 17 Umpawaug Road. To discuss excavation within a pond and wetlands.
Christine Filanowski was present via ZOOM. D. Pattee suggested contacting A. Pardee and C. Keil at the Land Use Office for assistance in submitting an application.
IV. CHAIRMAN’S REPORT
Stuart Green reported that a new proposal will be requested from John Fahan re: Lonetown Marsh boardwalk to be constructed in September/October. Lumber costs are anticipated to be higher.
Re: NRVT, Mr. Green reported that the final lease has been signed.
Trail Day is Sat., 6/5/21 at Ground Pine Sanctuary with an excursion to Mahony Preserve.
Tina Miller motioned and Wallace Perlman seconded the motion to adjourn the meeting at 8:46 p.m. The motion passed unanimously.
