MINUTES

Tuesday, June 15, 2021
7:30 p.m. – Via ZOOM

Present via video: David Pattee, Chairman; William Hill; Stuart Green; Claire Matzke; Susan Robinson, Wallace Perlman.

Absent: Tina Miller

Also present: Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:32 p.m.

I.  APPROVAL OF MINUTES -Meeting of 6/1/21

Mr. Perlman motioned and Mr. Green seconded the motion to approve the 6/1/21 Meeting Minutes as amended: Motion to approve Minutes, change to “Stuart Green reported that signs have been posted at Centennial Watershed State Forest.” The motion passed unanimously.

Mr. Perlman motioned and Mr. Green seconded the motion to approve the 6/7/21 Site Walk Minutes. The motion passed unanimously,

II.  REGULATORY

Application #21-08, Dominick Pagano (owner), Andy Soumelidis/LandTech (agents), 241 Ethan Allen Highway. Received 6/1/2021. Discussion and possible vote on an application to retrofit existing commercial building, reconfigure existing parking lot, add portion of new parking lot, construct small addition, and related improvements to structure and lawn areas within the regulated area. Site Walk 6/7/2021.

Curt Lowenstein from LandTech and Nick Fletcher were present via ZOOM. Site Walk findings were reviewed. The lighting plan was reviewed with detail on the lighting for the west and north sides of the property. It was confirmed that the lighting will be downlighting. Mr. Fletcher confirmed that the building will be open 24 hours. A combination of lighting schedules and motion sensor lights will be utilized with the primary intent being safety. Building mounted lights will be minimal around the building. D. Pattee stated that the Commission is primarily concerned with light pollution and energy efficiency.

W. Hill stated that an endangered plant has been identified among the existing vegetation. S. Robinson suggested a review of the area prior to being planted and noted her concern re: protection of existing plants. Mr. Pattee noted that nothing is being proposed that will disturb the existing vegetation.

Mr. Perlman motioned and Mr. Green seconded the motion to approve Application #21-08. The motion passed unanimously.

Application #21-09, John Soltis and Erica S. Jacobs, 22 Wood Road. Received 6/1/2021. Discussion and possible vote on an application to construct a swimming pool with associated grading within the upland review area. Site Walk 6/7/2021.

Mr. Soltis and Tom Quinn from Peak Engineering were present via ZOOM. Site Walk findings were reviewed and D. Pattee noted receipt of a new wetlands soils report and drawing.

Mr. Quinn reviewed the walkway easement and provided details regarding fill and disturbable area.

Mr. Perlman motioned and Mr. Green seconded the motion to approve Application #21-09. The motion passed unanimously.

Application #21-10, Suzanne England (owner), Alex Dachenhausen (agent), 205 Umpawaug Road. To receive and discuss an application to dredge pond and remove excavated material from the pond.

Suzanne England was present via ZOOM. She reviewed the proposal and clarified the drawing details.

A site walk is scheduled for Mon., 6/21/21 at 6:00 p.m.

Application #21-11, Susan Kominski (agent), Clark Construction/Cassie Voisine (agents), 3 Tunxis Trail. To receive and discuss an application for existing deck renovations to include construction of a 10’x10’ deck, trex compost decking, glass railings, and screened-in portion within the regulated area.

Ross Clark was present for the applicant via ZOOM. After a brief review, the Commission agreed that no permit is required since no further disturbance is planned and only two post holes are being proposed.

Application #21-12/Order to Cease & Restore: Christine Filanowski, 17 Umpawaug Road. To receive and discuss an application for pond dredging and associated work.

Christine Filanowski was present via ZOOM. She reviewed the history of the pond and will follow up with Highway Chief Jeff Hanson re: town drainage system. D. Pattee noted that the large area of disturbed area around the pond is not reflected on the old map. A Site Walk is scheduled for Mon., 6/21/21 at 6:15 p.m.

III.  CHAIRMAN’S REPORT

Mr. Green is awaiting a response from John Fahan re: Lonetown Marsh.

A new location was discussed for placement of the extra kiosk.

Mr. Green stated that the Trails Day hike was on 6/5/21.

Mr. Perlman motioned and Mr. Hill seconded the motion to adjourn the meeting at 8:51 p.m. The motion passed unanimously.
