The Chairman called the meeting to order at 7:33 p.m.
I. APPROVAL OF MINUTES -Meeting of 8/3/21
Site Inspection Minutes – August 10, 2021

Mr. Green motioned and Mr. Hill seconded the motion to approve the 8/3/21 Meeting
Minutes as corrected: Page 1, second item under “Regulatory”, last sentence, change “5:30 p.m.” to “6:00 p.m.” The motion passed unanimously.
Mr. Green motioned and Mr. Pattee seconded the motion to approve the 8/10/21 Site Walk Minutes. W. Hill abstained.
II. REGULATORY
Application #21-14, Martin Ludwin, 44 Black Rock Turnpike. To receive and discuss an application to replace existing septic system within the regulated area. Site Walk 8/10/2021.
Mr. Ludwin was present via ZOOM. Site Walk findings were reviewed.
Mr. Green motioned and Mr. Hill seconded the motion to approve Application #21-14. The motion passed unanimously.
Application #21-15, Mary Bottero (owner), Abigail Adams (agent), 687 Redding Road. To receive and discuss an application for pond dredging and wetland enhancements. Site Walk 8/10/2021.
Mary Bottero and Abigail Adams were present via ZOOM. Mr. Pattee reviewed the Site Walk findings.
Mr. Green motioned and Ms. Matzke seconded the motion to approve Application #21-15. S. Robinson abstained.
Order to Cease and Correct—Peter Boccarossa, 50 Seventy Acre Road. To discuss clearing and grading work done within the regulated area without required permits.
Mr. Boccarossa was present via ZOOM. Land Use Director A. Pardee reviewed the history of the probable regulated activity and the reissuance of the Cease and Correct Order to submit an application. Mr. Boccarossa reported that he has engaged a soil scientist and the wetlands have been flagged. He is awaiting receipt of the A2 survey.
Mr. Pattee noted his observation that the slope on the right side of the driveway looks different. A site walk will be conducted following receipt of a wetlands application due 9/2/21. Mr. Pattee confirmed that the prior application was for earth moving. Once the snow melted, it was clear that there were wetlands necessitating a wetlands permit.
Mr. Pattee motioned and Ms. Miller seconded the motion to reaffirm the Cease and Correct Order is still in effect and to require the applicant to submit a wetlands application to the Commission office at the Land Use Office. The motion passed unanimously.
III. CHAIRMAN’S REPORT
Re: Couch Hill Preserve, D. Pattee reviewed an invoice for cleanup and hay from Karleen Oosterwal. Different techniques were noted to return the nutrients lost by removing the hay. Mr. Hill stated that the area is currently dry and it would be a good time for lime application.
Mr. Green reported on his meeting with Jon Fahan re: Lonetown Marsh boardwalk repair. The lumber previously purchased will be used first with additional lumber to be purchased later. Mr. Green will compose an email outlining the project details i.e., inclusion of demolition in the scope of the project. Equipment compatible with pressure treated lumber will be required.
Mr. Green reported on a recent project with a young Scout.
Mrs. Miller motioned and Mr. Hill seconded the motion to adjourn the meeting at 8:35 p.m. The motion passed unanimously.
