MINUTES
Tuesday, September 7, 2021
7:30 p.m. – Via ZOOM
Present via video: David Pattee, Chairman; William Hill; Tina Miller; Stuart Green; Susan Robinson; Claire Matzke; Wallace Perlman.
Also present: Aimee Pardee, Land Use Director
The Chairman called the meeting to order at 7:31 p.m.

I. APPROVAL OF MINUTES -Meeting of 8/17/21

Mr. Perlman motioned and Mr. Green seconded the motion to approve the 8/17/21 Meeting
Minutes as corrected: Page 2, second paragraph under “Cease and Correct”, third sentence, change “Mr. Pattee” to “Ms. Pardee”. The motion passed unanimously.

II. REGULATORY

Application #21-16, M. Drexler and J. Peckolick (owner), Neil Casey (agent), 311 Umpawaug Road. To receive and discuss an application for a swimming pool and spa within the regulated area.

Mr. Casey was present via ZOOM. Mr. Pattee noted that additional details were sent via email today. Mr. Casey reviewed the proposal and stated that the pool will be an assembled pod approximately 18’ x 19’.

The pool location has been staked out and a site walk is scheduled for Mon., 9/13/2021 at 5:30 p.m.

Order to Cease and Correct—Peter Boccarossa, 50 Seventy Acre Road. To discuss clearing and grading work done within the regulated area without required permits. Discussion 8/17/2021.

Mr. Boccarossa was present via ZOOM. He reported that he has engaged a soil scientist and the wetlands have been flagged. He is awaiting receipt of the A2 survey from Moody and O’Brien. Mr. Boccarossa stated that if the survey has not been received by the end of this week, he will consult a different surveyor.

Land Use A. Pardee confirmed that she received a soil report, however, the requested application is still pending. Mr. Pattee reiterated the need for the application with drawings. A. Pardee noted that she has photographs.
Mr. Boccarossa stated that he would like an official site walk. D. Pattee confirmed that a site walk will be scheduled once the application has been received. The application needs to be received by noon the Wednesday before the next Commission meeting.

Mr. Boccarossa was instructed to stay in touch periodically with A. Pardee via email or phone.

III. CHAIRMAN’S REPORT

Re: Couch Hill Preserve, D. Pattee reviewed another quote for cleanup and hay. The scope of work included in the estimate was reviewed.

Mr. Perlman motioned and Mrs. Miller seconded the motion to hire David Palmer to perform clean up at Couch Hill Preserves. The cuttings will be left on the field and the project cost will not exceed $3,500.

T. Miller reported on additional observations re: 50 Seventy Acre Road.

Stuart Green reported on a community meeting re: NRVT and scheduled for Fri., 9/10/2021 at the Community Center at 6:00 p.m.

Mr. Green followed up with Jon Fahan re: Lonetown Marsh boardwalk repair. Mr. Fahan was requested to submit a revised estimate and new estimate for the next phase.

CIPWG (CT Invasive Plant Working Group) is conducting a walk re: invasive species at 9:00 a.m. at the McCormack Preserve. There are 13 registrants.

Susan Robinson has found someone who mills black locust as an option for project wood.

Mrs. Miller motioned and Mr. Perlman seconded the motion to adjourn the meeting at 8:55 p.m. The motion passed unanimously.
