MINUTES
Tuesday, September 21, 2021
7:30 p.m. – Via ZOOM

Present via video: David Pattee, Chairman; William Hill; Tina Miller; Stuart Green; Susan Robinson; Wallace Perlman.

Absent: Claire Matzke

Also present: Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:50 p.m.

I. APPROVAL OF MINUTES -Meeting of 9/7/2021

Mr. Perlman motioned and Mr. Green seconded the motion to approve the 9/7/2021 Meeting Minutes. The motion passed unanimously.

Mr. Perlman motioned and Ms. Robinson seconded the motion to approve the 9/13/2021 Site Walk Minutes as corrected: last line, change to “ended at 5:45 p.m.” Mr. Green and Mr. Hill abstained.

II. REGULATORY

Application #21-16, M. Drexler and J. Peckolick (owner), Neil Casey (agent), 311 Umpawaug Road. To receive and discuss an application for a swimming pool and spa within the regulated area. Site Walk 9/13/2021.

Mr. Casey was present via ZOOM. Mr. Pattee commended Mr. Casey on the site preparation. Site Walk findings were reviewed. Susan Robinson questioned the locations of a water line and equipment. Mr. Casey stated that the equipment is self-contained. A water line or hose had not been discussed with the applicant but the pool is 75 feet from the house.

Mrs. Miller motioned and Ms. Robinson seconded the motion to approve Application #21-16 with the condition that silt fence be installed prior to the excavation phase of the project.

Application #21-17/Order to Cease and Correct—Peter Boccarossa, 50 Seventy Acre Road. To receive and discuss an application for clearing and grading work done within the regulated area without required permits. Discussion 8/17/2021.

Mr. Boccarossa was present via ZOOM. The submitted surveys were reviewed. Mr. Pattee questioned why wetland flags 7-9 were missing. Mr. Boccarossa stated that the stakes were placed some time ago and while the stakes are still present, the flags are not.

A Site Walk is scheduled for Wed., 9/29/2021 at 5:30 p.m. The missing wetland flags can be sketched on the drawing if the stakes are observed.

III. CHAIRMAN’S REPORT

Re: Couch Hill Preserve, D. Pattee, A. Pardee and W. Hill received and discussed a letter received from Karleen Oosterwal. Location of the Bobolinks needs to be confirmed before mowing can be scheduled for spring. Conditions for lime application were discussed. W. Hill will continue to monitor.

D. Pattee noted receipt of information received from Land Use Director A. Pardee regarding a proposed subdivision on Whortleberry Road. Due to the presence of vernal pools, Mr. Pattee would like the locations noted on the survey with distances to the activities on Lots 2 and 3.

Additional information is needed re: proposed stone patio project at the Mark Twain Library.

The Zoning Commission has approved the proposed amphitheater at the middle school.

Mr. Green will follow up with Jon Fahan re: Lonetown Marsh boardwalk repair estimate.

Stuart Green reported on the proposed three-lot parking area for NRVT proposed for Pickett’s Ridge. Efforts are being made to reach out to neighbors for information and to allay concerns.

Mr. Green reported on the CIPWG (CT Invasive Plant Working Group) walk.

Mrs. Miller motioned and Ms. Robinson seconded the motion to adjourn the meeting at 8:48 p.m. The motion passed unanimously.
