MINUTES
Tuesday, December 21, 2021

7:30 p.m. – Via ZOOM

Present via video: David Pattee, Chairman; William Hill; Tina Miller; Stuart Green; Wallace Perlman; Claire Matzke; Susan Robinson.
Also present:   Aimee Pardee, Land Use Director

The Chairman called the meeting to order at 7:31 p.m.

I. APPROVAL OF MINUTESMeeting of December 7, 2021
-Site Inspection December 11, 2021-65 Hopewell Woods Rd., Mr./Mrs. Denkin
-143 Cross Highway, Susan Buzaid (owner), Jay Buzaid (agent)

Mr. Perlman motioned and Mr. Hill seconded the motion to approve the 12/7/2021 Meeting Minutes as amended: Page 1, last paragraph, third sentence, change to “Test holes are scheduled to be dug and Mr. Boccarossa will contact A. Pardee so Commissioners can observe on Mon., 12/13 at 9:00 a.m.”; Page 2, first paragraph, change to “Mrs. Miller reviewed the activity on the site to set the record straight as to the observed wetland activities and length of time the on-site activity has been observed. Mrs. Robinson noted the amount of time that has been required of Land Use Director A. Pardee.” The motion passed unanimously.

Mrs. Miller motioned and Mr. Green seconded the motion to approve the 12/11/21 Site Inspection Minutes. The motion passed unanimously.

II. REGULATORY

Application #21-17/Order to Cease and Correct—Peter Boccarossa, 50 Seventy Acre Road. To receive and discuss an application for clearing and grading work done within the regulated area without required permits. Discussion 8/17/2021. Site Walk 9/29/2021. Discussion 10/05/2021; 10/19/2021; 11/16/2021; 12/7/2021. Awaiting additional information.

Landscape consultant Michael Boice was present via ZOOM. D. Pattee noted receipt of the planting sequence and an email re: bond estimate. Action won’t be taken until further review and determination of a decision.

A letter from Mr. Boccarossa was read.  In response to the letter, Mrs. Miller did not accept statements and clarified that the meetings have highlighted areas that have already been impacted as opposed to consideration of any future impacts. She stressed that the discussion is not to penalize the applicant for not working in the proper sequence but to prevent further damage as well as remediation of damage.

Mr. Pattee noted erosion at the toe of the slope and would like that stabilized.  S. Robinson suggested matting and silt socks. Mr. Boice stated that a soil scientist is being retained to analyze the property in an attempt by Mr. Boccarossa to “do the right thing”.  Sediment and erosion controls have been installed in the back and will be added to the front slope. S. Robinson suggested supervision by Mr. Boice.

Application #21-19, Nicole & Robert Denkin, 65 Hopewell Woods Road. To receive and discuss an application to construct an in-ground pool and pool deck with fence and pool equipment pad. Site Walk 12/11/2021.

Nicole and Robert Denkin were present via ZOOM in addition to Michael Mazzucco. Site walk findings were reviewed.

Mr. Perlman motioned and Mrs. Matzke seconded the motion to approve Application #21-19.  The motion passed unanimously.

Application #21-20, Susan Buzaid (owner), Jay Buzaid (agent), 143 Cross Highway. To receive and discuss an application to construct a swimming pool, pump/heater within the regulated area. Site Walk 12/11/2021.

Mr. Buzaid was present via ZOOM. Site walk findings were reviewed.

Mr. Perlman motioned and Mr. Green seconded the motion to approve Application #21-20. The motion passed unanimously.

III.  CHAIRMAN’S REPORT

Cynthia Fox and John McClaren are evaluating trees located between Nature Conservancy and private property.

Mr. Green reported that the Redding Mile is all set to walk on.  Volunteers are needed for cleanup at Picketts Ridge. The Ridgefield curb cut permit is still open pending installation of a bollard.

An interim Highway Department superintendent has been hired to replace retiring Jeff Hanson. Mr. Green will contact re: asphalt apron at parking lot.

Re: Lonetown Marsh boardwalk repair, next steps for securing a contractor will be reviewed with the First Selectwoman.

Mrs. Miller motioned and Mr. Perlman seconded the motion to adjourn the meeting at 9:25 p.m. The motion passed unanimously.
