Minutes

Present: David Pattee, Chairman; Susan Robinson; William Hill; Stuart Green Tina Miller; Wallace Perlman.

Absent: Joseph Beres

The Chairman called the meeting to order at 7:32 p.m.

I. APPROVAL OF MINUTES – Minutes of November 18, 2014
-Minutes of November 4, 2014
-Site Walk Minutes 11/24/14, 131 Peaceable St.

On the motion of W. Perlman and the second of T. Miller, the Commission voted unanimously to approve the 11/18/14 Meeting Minutes.

On the motion of W. Perlman and the second of T. Miller, the Commission voted unanimously to approve the 11/4/14 Meeting Minutes.

On the motion of T. Miller and the second of W. Perlman, the Commission voted to approve the 11/24/14 Site Walk Minutes. W. Hill abstained.

II. REGULATORY

Application #14-16, Richard Randall (owner), Nazzaro, Inc. (agent), 131 Peaceable Street. Received 11/18/14. Discussion and possible vote on an application to restore pond to original depth and shape. To construct masonry inlet fore-bay. Site Walk 11/14/14.

G. Nazzaro was present for the applicant. Site Walk findings were reviewed. D. Pattee noted receipt of a report from A. Pardee noting her concern re: stabilization of the pond side.

The proposed plan and accompanying drawing was reviewed by Mr. Nazzaro. Stabilization of the side was addressed and will be stabilized by buffer plantings. The soil removal process was reviewed in detail.

On the motion of W. Perlman and the second of W. Hill, the Commission voted unanimously to approve Application #14-16.

Application #14-17, Hee-Jung S. Moo (owner), Dirk W. Sabin (agent), 240 Umpawaug Road. To receive and discuss an application for pond maintenance.

Dirk Sabin was present for the applicant. Drawings were displayed and reviewed along with the proposal.

A Site Walk is scheduled for Sun., 12/7/14 at 8:30 a.m.

Application #14-18, Old Stone Estates (owner), P.W. Scott (agent), 12 Marchant Road and 55 Chestnut Wood Road. To receive and discuss an application for regulated activities associated with a proposed 14-lot subdivision.

Parker Coates and Peder Scott were present. The overall plan layout maps were displayed and inclusive reports and forms were reviewed by Mr. Scott. Mr. Scott reviewed the proposal and noted submission of the construction sequence.

A Site Walk is scheduled for Sun., 12/7/14 at 9:00 a.m. D. Pattee requested stakes at the proposed roadway site, proposed cul-de-sac, retention areas and proposed bridge location.

Mr. and Mrs. Mark Mirowski, 162 Sunset Hill Road. To discuss letter from Aimee Pardee, Zoning/Conservation Enforcement Officer, that the existing fence is within the Conservation Easement area and must be removed, the area returned to its natural state, and pasturing of horses within this area may not continue. Discussion 11/18/14.

A letter has been sent to Mr. and Mrs. Mirowski. No response has been received.

Application/Violation #12-02V, Ms. Pamela Davis (owner), Peter Davis (agent), 724 Redding Road. Earthmoving and disposition of woodchips, split wood, cut logs and branches in and around wetland soils to establish property line (border) from wetlands. Discussion 7/1/14; 11/18/14.

No new information or discussion.

III. CHAIRMAN’S REPORT

Budget items for the 2015-2016 fiscal year were reviewed.

Commissioners discussed presence of fewer observed deer.

Continued herbicide treatment at Couch Hill Preserve was discussed.

Status of Gilbert-Miller Park was discussed.

Appeal for funds re: NRVT was reviewed.
On the motion of T. Miller and the second of W. Perlman, the Commission voted unanimously to adjourn the meeting at 10:20 p.m.
